The National Enforcement Authority Finland is not responsible for the operation of the service provider’s system. The highest bid is the bid accepted as the highest by the service provider’s system. The enforcement officer decides whether to accept or reject the highest bid. Bids made in the online auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the agreed payment period. The property has been seized and is sold privately through the enforcement officer in accordance with Chapter 5, section 76 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer informs the highest bidder whether the bid can be accepted. If it can be accepted, the buyer must pay the entire purchase price by bank transfer to the National Enforcement Authority’s official client funds account. Once the payment is visible in the official client funds account, the enforcement officer issues a sale decision, which is delivered to the parties concerned. The purchase price cannot be paid by credit card.

Deposit: Unless the entire purchase price is paid immediately, the buyer must immediately pay 20% of the purchase price as a deposit.

Payment period: Where necessary, a payment period of no more than six weeks from the sale decision may be granted for the balance of the purchase price. In that case, annual interest is payable on the entire purchase price for the whole payment period, from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual late-payment interest will thereafter be charged, currently at 9.50%.

Obligations transferred to the buyer

Upon transfer of ownership, the buyer must pay transfer tax of three per cent on their own initiative before applying for title registration and no later than six months after the deed of sale is made. The buyer is responsible for title registration costs and transfer tax.
