Seized residential property with buildings in Raahe, Raahe

The property will be sold in an online auction on www.huutokaupat.com from 14 August 2026 to 16 September 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 16 September 2026 at 18:00 (or 3 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the functionality of the service provider’s system. The highest bid is the bid accepted by the service provider’s system as the highest. The enforcement officer decides whether the highest bid will be accepted or rejected. Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

If registration is not possible, a written purchase offer may be submitted for the property. The offer must be submitted by 14 September 2026 at 12:00 to the Enforcement Authority’s Raahe office at Kummatinkatu 6, 92150 Raahe, by post to Enforcement Authority, P.O. Box 1, FI-00067 Enforcement Authority, or by email to oulu.realisointi.uo@oikeus.fi. The written purchase offer must state the bidder’s name, personal identity code/business ID and contact details. A written offer will be entered into the online auction as an incremental bid. The person submitting the written purchase offer is responsible for ensuring that the offer has arrived by the stated deadline. The written purchase offer is binding, and the same terms apply as in the online auction.

The enforcement authority reserves the right to end the sale or extend the sales period.

The property has been seized and is sold privately through the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, as applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the highest bidder whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority’s official funds account. Once the payment is visible in the official funds account, the enforcement officer will issue a sales decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period of up to six weeks from the sales decision may be granted for the remaining purchase price. In that case, annual interest must be paid on the full purchase price for the entire payment period from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual default interest will then be charged, currently 9.50%.

Obligations transferred to the buyer

The property is sold together with an electricity connection and a water connection. The service provider may require payment of any overdue receivables relating to the connection as a condition for transfer of the connection. The amount of overdue receivables identified is

- Electricity connection, Elenia Oy: according to Elenia Oy, there is no electricity transmission debt burdening the connection.

- Water connection, Raahen Vesi Oy: overdue basic charges and collection costs of EUR 35.38 invoiced up to 30 June 2026. In addition, late-payment interest and possible collection costs. Only the basic charge is levied for the connection, which is EUR 15.19 per quarter.

The buyer is responsible for any fees charged for the transfer of connection agreements.

Upon transfer of ownership of the property, the buyer must pay transfer tax of 3% on their own initiative before applying for title registration and no later than six months after the deed of sale has been made. The buyer is responsible for the costs of title registration and transfer tax.

The state has a pre-emptive right in the purchase of the property if acquisition of the property is necessary for ensuring national defence, border control or border security, or for monitoring or safeguarding territorial integrity (Act on the State’s Pre-emptive Right in Certain Areas 29.3.2019/469).

Foreign persons defined by law are entitled to acquire real property in the territory of the Finnish state only if permission is granted for the acquisition (Act on the State’s Pre-emptive Right in Certain Areas 29.3.2019/470).

Terms of sale

If it is not possible to place a bid via Huutokaupat.com, the prospective buyer may submit a written bid to the enforcement officer. The bid will be entered into the online auction as a maximum bid in the increment system. The bid must be submitted in writing to the Enforcement Authority by 14 September 2026 at 12:00 at the address Enforcement Authority / Raahe office, Kummatinkatu 6, 92150 Raahe, or by email to oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same terms apply as in the online auction. The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid and the number of the item in Huutokaupat.com to which the bid relates.
