A written purchase offer is binding and is subject to the same conditions as the online auction. Offers must be submitted no later than 7 August 2026 at 10:00 to the Enforcement Authority’s Kouvola office, address Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi.uo@oikeus.fi.
The enforcement authority reserves the right to end the sale or to extend the sale period.
The buyer must immediately pay a deposit equal to 20% of the purchase price into the Enforcement Authority’s official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must indicate on whose behalf the bid was made; otherwise the highest bidder will be regarded as the purchaser.
If necessary, up to six weeks’ payment time may be granted for the balance of the purchase price. Any payment period will be notified separately. If a payment period is used, annual interest under section 3(2) of the Interest Act will be charged on the entire purchase price for the agreed payment period from the sale date until the end of the payment period. If no payment period is used, the purchase price must be paid without delay after acceptance of the offer. If payment is not made within the time specified, the buyer must pay default interest under section 4(1) of the Interest Act on the full purchase price until the purchase price has been paid or a new sale has been carried out.
The buyer obtains the right of possession to the sale item once the full purchase price has been paid. The buyer must not use the property in any manner that would reduce its value before receiving the deed. The buyer obtains ownership of the sale item upon receipt of the deed. The deed will be handed over when the full purchase price has been paid and the sale has become final.
Participants in the online auction are encouraged to ensure that their contact details registered with www.huutokaupat.com are up to date. As a rule, the purchaser and new owner will be the person who made the accepted bid in the online auction. If a bidder has made a bid wholly or partly on behalf of another person, they must present a power of attorney or other evidence of their right to bid on behalf of the other. If the highest bidder has bid on behalf of another, the buyer’s details and the power of attorney must be submitted immediately after acceptance of the bid by email to kouvola.realisointi.uo@oikeus.fi. Otherwise the sale decision and the deed will be made to the party that made the highest accepted bid.
The State has a pre-emption right in the sale of the property if acquisition of the property is necessary for the purposes of national defence, border control or border security, or for ensuring or monitoring regional integrity (Act on the State’s Pre-emption Right in Certain Areas 29 March 2019/469).
Persons from outside the EU and EEA may acquire real estate in the territory of the State of Finland only if a permit is granted (Act on the Permit Requirement for Certain Acquisitions of Real Estate 29 March 2019/470).
