Seized residential property in Arkkukari, Raahe

The property is sold by bidding on the internet auction with incremental bids at www.huutokaupat.com. Participation requires registration. The deadline for submitting bids ends on 1 April 2026 at 18:00 or three minutes after the last accepted bid.

The Enforcement Authority is not responsible for the service provider's system. The highest bid is the bid that the service provider's system has accepted as highest. The enforcement officer will separately decide whether to accept or reject the highest bid.

If it is not possible to submit an offer via huutokaupat.com, a prospective buyer may submit a written purchase offer to the enforcement officer, which will be attached to the online auction as a maximum bid according to the automatic increment. The written offer must be delivered no later than 30 March 2026 at 16:15 either by post to Ulosottolaitos, P.O. Box 1, 00067 Ulosottolaitos, by leaving it at the Oulu office counter at Torikatu 34–40, 2nd floor, 90100 Oulu (open weekdays 08:00–16:15), or by e‑mail to oulu.realisointi.uo@oikeus.fi. The person submitting a written offer is responsible for ensuring it arrives by the deadline. A written offer is binding and subject to the same terms as the online auction. The written offer must be signed and must state the bidder's contact details, the maximum amount of the offer and the Huutokaupat.com object number to which the offer relates.

Offers submitted online or in writing are binding. If an accepted offer is approved, the bidder is obliged to pay the purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the purchaser's liability for damages under Chapter 5, Section 25 of the Enforcement Code.

The enforcement authority reserves the right to end the sale or extend the sale period.

Payment terms

Deposit

The buyer must immediately pay a deposit equal to 20 per cent of the purchase price to the Enforcement Agency's official deposit account. The deposit cannot be paid by credit card. The Enforcement Agency will contact the bidder whose bid has been accepted as highest. The highest bidder must state on whose behalf the bid was made; otherwise that bidder will be regarded as the buyer.

Payment period

If necessary, up to six weeks' payment period may be granted for the remainder of the purchase price. The payment period must be agreed separately. If a payment period is used, annual interest shall be payable on the whole purchase price in accordance with section 3(2) of the Interest Act for the whole agreed payment period from the date of sale until the end of the payment period.

If no payment period is used, the purchase price must be paid immediately after acceptance of the offer.

If payment is not made within the specified time, the buyer must pay default interest on the whole purchase price in accordance with section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been carried out.

Charges and mortgages

There is a single electronic mortgage deed registered against the property in the total amount of €150,000. Pledges relating to other sold assets will lapse and the registered mortgage remains in force. The electronic mortgage deed will be transferred to the buyer or the buyer's designate unencumbered by loans. No mortgage debt will be transferred to the buyer.

Connections

In addition to the purchase price, the buyer must pay directly to the water and electricity companies any arrears that the service provider requires to allow transfer of the connection. Known arrears at the time of preparing the sales brochure are:

- Raahen Vesi Oy: outstanding €21.96 (11 February 2026).

- Elenia Oy (electricity connection): outstanding electricity transmission debt €436.31 (12 February 2026).

The amounts of arrears may increase or decrease by the time ownership transfers. Arrears will not be paid from the purchase price.

Any fees for transferring connection agreements are the buyer's responsibility.

Other information

The property is seized and is sold by private sale arranged by the enforcement officer, observing, where applicable, the general auction terms laid down in the Enforcement Code.

Prospective buyers are encouraged to inspect the property, the sales brochure and the attached documents carefully.

Transfer tax is 3% of the purchase price. The buyer is liable for the transfer tax.

The State has a right of pre‑emption in the sale of the property if acquisition is necessary for defence, border control or regional security (Act on the State's Pre‑emption Right in Certain Areas 29 March 2019/469).

Certain foreign persons may acquire real estate in Finland only with permission (Act on the Requirement for a Permit for Certain Acquisitions of Real Property 29 March 2019/470).

Appeals
An enforcement appeal against the sale and sale‑related or pre‑sale actions must be made within three weeks of the sale. Appeal instructions will be attached to the auction minutes.
