The City of Vantaa is selling the property located at Harrikuja 2a in Nikinmäki, which houses the former Jokivarren primary school. The property will be sold to the highest bidder.

The winner of the bidding process may be granted 6 months to apply for a building permit and any necessary variance before closing. The period can be extended for justified reasons.

The property for sale (92-86-43-3) includes a two-storey wooden main building in need of extensive renovation of about 322 m², originally built as a primary school in 1922. The property also has a structurally weak/ready-for-demolition wooden outbuilding of about 114 m². Building areas have not been re-measured.

The property is connected to municipal utilities. The main building has electric heating and tiled stoves, the condition or usability of which is unknown.

The plot area is 2,503 m² and the building right is approx. 516 m². Changing the use of the building requires a variance and a building permit.

In the zoning plan the property is marked Y (public buildings block). In addition to existing buildings, a second outbuilding or a carport may be built. According to the zoning regulations, outbuildings and carports must form a noise barrier. The new building must have a standing-seam metal roof. The area may include a dwelling necessary for the maintenance of the property. The number of parking spaces will be determined with the building permit.

The main building is protected in the zoning plan as a building of historical, architectural and environmental significance. The building or part of it must not be demolished nor may any repairs, alterations or extensions be done that would endanger these values. An opinion from the local museum authority must be obtained for repair, alteration and extension works. The design work must be carried out by a professional familiar with historic buildings. Inside the school building, room divisions and fireplaces, stairways and the old school hall are protected.

The building may contain hazardous materials; no hazardous-material survey has been carried out. A condition inspection of the main building was carried out in November 2025. The building suffered water damage in 2024, which has been repaired. The moisture survey report related to the damage is attached. The building requires extensive repairs and the buyer should familiarise themselves with the property and the report carefully.

While owned by the city a building permit was applied for the property in 2021. At that time the aim was to repair the main building and to construct an outbuilding between the main building and the existing outbuilding. The authorised repair and construction works have not been started and the building permit has lapsed. The main drawings related to that building permit are available in the listing documents.

The buyer is responsible for applying for any change of use and related building permit for the buildings if necessary. All repair costs are the responsibility of the buyer. The buyer must inspect the property thoroughly. The buyer is responsible for removing any rubbish on the property or in the buildings at their own cost before closing.

The seller reserves the right to accept or reject the highest offer.

Offers for Jokivarren primary school must be submitted via Huutokaupat.com by 27 February 2026 at 18:00. Offers submitted by other means or after the above deadline will be rejected.

The winner of the bidding process will be offered the option to also purchase the seller’s neighbouring property 92-86-43-4 for €75,000, if desired. The area of property 92-86-43-4 is 1,817 m². In the zoning plan this property is also marked Y (public buildings block) and a building area has been designated where 300 m² may be built.

No property tax is currently paid on the property or the buildings. As a rough preliminary estimate, the property tax for the land of 92-86-43-3 could be about €350 per year, the school building about €1,000 per year and the outbuilding about €150 per year, i.e. a total property tax for land and buildings of about €1,500 per year. The preliminary rough estimate for the land of the neighbouring property 92-86-43-4 offered as an option is about €350 per year. Property tax is determined by the Tax Administration and is affected by, for example, the replacement value of buildings and the municipality’s property tax rate. Property tax may differ significantly from the estimate above.
