Lease of Heinola Apajalahti tourism area 2027–2037, Heinola

This is a leasing auction and the amount bid here is the base annual rent.

Would you like to start and run a business in the beautiful lakeside setting of Heinola’s Apajalahti? This is an opportunity to develop new nature tourism on the shore of a large lake in a sheltered bay.

Possession may start at the beginning of 2027.

The area is located right by the motorway junction, so road connections are good. Services at the Vierumäki sports institute area are also nearby, about 12 km / 15 min by car. You can reach Lake Päijänne via the Kalkkinen canal and Jaalan Pyhäjärvi via the Kimola canal.

The area has been leased since 2022 to a houseboat operator. The current lease ends at the end of 2026.

A local detailed plan (AKM 729) is being prepared for Apajalahti. The plan is in progress and its status can be followed on Heinola city’s website by plan name and number. Once in force, the plan may reasonably permit some construction, e.g. small holiday dwellings. Houseboats or other boats may be kept on the shore. The tourism concept might include tree‑suspended tent hammocks. The surrounding nature supports the tourism idea while imposing constraints on use. The area is surrounded by natural features. A protected stream runs between the lease plots.

An electricity connection is available. There is no municipal water or sewer infrastructure. Water and wastewater solutions must be implemented by the tenant in compliance with environmental legislation.

Wastewater treatment must respect the protection distances to water bodies and drinking-water wells set out in Heinola’s environmental protection regulations (§5).

Toilet wastewater must be directed into a sealed holding tank. Greywater may also need to be handled in a holding tank.

If houseboats are kept in Apajalahti, the tenant must implement a wastewater system for the area.

The potential lease area comprises two plots. The northern plot is about 0.4 ha and the southern plot about 1.17 ha. It may be possible to expand the southern plot eastward by approx. 0.7 ha by agreement with a private landowner. Any privately rented adjoining area is not part of this auction and must be agreed separately.

The northern plot (map number 1) borders the Ruotsalainen waterbody to the west and the slope of Apajalahti Mountain to the east.

Plot 1 is flat and partly wooded. The area is suitable for movable lightweight buildings and structures.

Currently there is a lightweight container building on the site housing a company that rents houseboats. The company’s houseboats are moored along the lease area’s shoreline. A public access route to the Tähtiniemi recreational trail network crosses the area. There is also a service access used by the city.

The southern lease plot (area 2 on the map) lies along the private road leading to Apajalahti. It is undeveloped, wooded with grove‑like character, and sits between two high rocky slopes in a quiet hollow. Near Hevossaarentie there is a small flat area by the private road that has been used for occasional car parking. Vehicular and pedestrian access through the lease area leads to the other part of the lease and to the Tähtiniemi trails. Area 2 is mostly flat and wooded and suitable for small movable lightweight buildings and structures.

The annual rent will be linked to the cost‑of‑living index. The initial lease period is ten years.

There is currently a temporary service building used by the existing tenant on the area. The city has access through the lease area for maintenance tasks. Access is seldom used but its allowance will be recorded in the future lease.

When visiting the area, please note that it is currently in use by the existing tenant and their operations must not be disturbed.
