How bids are submitted
The property is sold by ascending bids in an online auction held on www.huutokaupat.com. Registration is required to participate. The deadline for submitting bids is 19.11.2026 at 18:00 or two minutes after the latest bid.
The National Enforcement Authority Finland is not responsible for the service provider’s system. The highest bid is the bid accepted as highest by the service provider’s system. The enforcement officer separately decides whether to accept or reject the highest bid.
If it is not possible to submit bids through Huutokaupat.com, a prospective buyer may submit a written bid to the enforcement authority. It will be added to the online auction as a maximum bid under the automatic bidding system. The written bid must be signed and state the bidder’s contact details, maximum bid and the item number on Huutokaupat.com to which it relates. A written bid is binding and subject to the same terms as an online auction bid. The bid must be submitted by 17.11.2026 at 16:15 to the National Enforcement Authority Finland’s Oulu office, Torikatu 34–40, 90100 Oulu, or by email to oulu.realisointi.uo@oikeus.fi.
The enforcement authority reserves the right to end the sale or extend the sale period.
Buyer’s liability for compensation
Bids made in the online auction and submitted in writing are binding. If a bid is accepted, the bidder must pay the offered purchase price within the stated payment period. Failure to pay may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.
Minimum bid increment
€100.00
Lowest acceptable bid
€1,517.85
The enforcement officer may not accept the highest bid if, in the officer’s assessment, it is clearly below the market value of the property in the locality. In addition, a mortgage creditor may prohibit the sale if its preferential claim is not fully covered by the sale, even if the property were sold at the asking price.
Deposit
The buyer must immediately pay a deposit equal to 20% of the purchase price into the National Enforcement Authority Finland’s official funds account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed the buyer.
Payment period
Where necessary, a maximum of six weeks may be granted to pay the balance of the purchase price. The payment period will be stated separately. If a payment period is used, annual interest under section 3(2) of the Interest Act must be paid on the entire purchase price for the agreed period, from the date of sale until the end of the payment period.
If no payment period is used, the purchase price must be paid without delay after acceptance of the bid.
If payment is not made within the prescribed period, the buyer must pay default interest under section 4(1) of the Interest Act on the entire purchase price until it has been paid or a new sale has taken place. The current default interest rate is 9.50%.
Obligations and rights transferred to the buyer
The buyer assumes liability for the previous owner’s unpaid maintenance charges and other payments.
The manager’s certificate lists the following as receivables of the housing company:
- unpaid maintenance charges of €4,702.50 as at 6.9.2026 (period 1.4.2024–30.9.2026)
- heating costs paid by the housing company for the period the property was vacant: €1,070.98.
Under section 7 of Chapter 3 of the Housing Companies Act, the new owner of the shares is jointly liable with the previous owner for the housing-company charge and the payment referred to in section 2(2) that the previous owner failed to pay. The new owner’s maximum liability equals the total housing-company charges for the month in which ownership transferred and the five immediately preceding months. However, the new owner is not liable for a charge or payment neglected by the former owner if it is not stated in the manager’s certificate and fell due before the certificate was dated.
On this basis, the buyer’s joint liability for arrears is a maximum of €945.
The amount of receivables may increase by the time the sale decision is made and ownership transfers.
Housing-company loan shares relating to the apartment
According to the manager’s certificate dated 6.9.2026, the housing company has no company loans.
Transfer tax
The buyer must pay transfer tax of 1.5%. The tax is calculated on the total purchase price and the obligations transferred to the buyer, as at the date ownership transfers.
Transfer of possession and ownership
The buyer obtains possession of the property when the entire purchase price and any obligations transferred to the buyer have been paid. The buyer may not use the property in a way that reduces its value before receiving the deed of sale.
The buyer obtains ownership of the property upon receiving the deed of sale. The deed is handed over once the sale is legally final and the entire purchase price and transfer tax have been paid.
Registration of ownership
The housing company has transferred its share register to the Residential and Commercial Property Information System maintained by the National Land Survey of Finland. The buyer must apply to register ownership within two months of the date of the deed of sale. The National Land Survey of Finland cancels the paper share certificate when ownership is registered. The buyer is responsible for the registration costs.
Other information
The property has been seized and is sold by a free sale conducted by the enforcement officer, applying as appropriate the general auction conditions laid down in the Enforcement Code. The sales brochure is indicative and is not a comprehensive description of the property.
Buyers are advised to carefully inspect the property, the sales brochure and the documents attached before submitting a bid.
Appeals
An enforcement appeal against the sale or an act related to or preceding the sale must be lodged within three weeks of the sale. Instructions for appealing will be attached to the sale decision.
