Method of submitting bids

The property will be sold by incremental bids in an online auction held on the website www.huutokaupat.com during 28.9.-15.10.2026. Participation in the auction requires registration. The deadline for submitting bids ends at 13:00 or two minutes after the last accepted bid.

The Enforcement Authority is not responsible for the functionality of the service provider's system. The highest bid is the bid that the service provider's system has accepted as the highest. The enforcement officer will decide separately on accepting or rejecting the highest bid.

If it is not possible to submit purchase bids through the Huutokaupat.com service, the prospective buyer may submit a written purchase bid to the enforcement authority, which will be included in the online auction as the maximum bid according to the bid increment automation. The written bid must be signed and must state the bidder's contact details, the maximum amount of the bid, and the item number on the Huutokaupat.com service to which the bid relates. The written purchase bid is binding and the same terms apply as in the online auction. The bid must be submitted no later than 13.10.2026 at 10:00 to the Kouvola office of the Enforcement Authority, address Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi@oikeus.fi.

The enforcement authority reserves the right to end the sale or extend the sale period.


Bids submitted in the online auction are binding. If a submitted bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer's liability for compensation under Chapter 5, Section 25 of the Enforcement Code.


Payment terms


Deposit

The buyer must immediately pay a deposit of 20% of the purchase price into the Enforcement Authority's official funds account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder of the highest accepted bid. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed to be the buyer.


If needed, a payment period for the remaining purchase price may be granted until 5.11.2026. The payment period must be agreed separately. If a payment period is used, annual interest on the entire purchase price must be paid in accordance with Section 3(2) of the Interest Act for the full agreed payment period, from the date of sale until the end of the payment period.


If no payment period is used, the purchase price must be paid without delay after acceptance of the bid.


If payment is not made within the specified time, the buyer must pay default interest on the entire purchase price in accordance with Section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been conducted. 


Other information

The buyer obtains the right of possession to the property when the entire purchase price has been paid. The buyer may not use the property in a manner that reduces its value before receiving the deed of sale. The buyer obtains title to the property upon receipt of the deed of sale. The deed of sale will be handed over when the full purchase price has been paid and the sale has become final.


The State has a pre-emption right in the purchase of the property if acquiring the property is necessary for national defence, border control or border security, or for safeguarding or ensuring territorial integrity (Act on the State's Pre-emption Right in Certain Areas 29.3.2019/469).


Persons from outside the EU and EEA areas may acquire real estate in Finland only if a permit is granted for the acquisition (Act on the Licensing of Certain Real Estate Acquisitions 29.3.2019/470). The buyer is responsible for obtaining the permit and for the obligations arising from it. Further information is available on the website of the Ministry of Defence.


The property has been distrained and will be sold by the enforcement officer by open sale, applying as appropriate the general auction terms laid down in the Enforcement Code. The sales brochure is indicative and does not provide a complete description of the property for sale.
