Sale of seized leasehold right with buildings in Kemi, Kemi

The property will be sold by online auction on the website www.huutokaupat.com from 7.9.2026 to 2.10.2026. Participation in the auction requires registration. The deadline for submitting bids ends on 2.10.2026 at 13.00 (or 2 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the functioning of the service provider's system. The highest bid is the bid that the service provider's system has accepted as the highest. The enforcement officer decides whether to accept or reject the highest bid. Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the buyer's liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

The enforcement authority reserves the right to end the sale or extend the sales period.

The property has been seized and will be sold by a free sale conducted by the enforcement officer, in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the person who made the highest purchase offer whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority's official funds account. Once the payment is visible in the official funds account, the enforcement officer will issue the sales decision, which will be delivered to the parties concerned. The purchase price cannot be paid by credit card.

Deposit: Unless the full purchase price is paid immediately, the buyer must nevertheless pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period of up to six weeks from the sales decision will be granted for the remaining purchase price. In that case, annual interest must be paid on the full purchase price for the entire payment period, from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual default interest will thereafter be charged, currently 9.50%.

Obligations transferred to the buyer

When ownership of the property is transferred, the buyer must pay transfer tax of three per cent on their own initiative before applying for title registration and no later than six months from the execution of the deed of sale. The buyer is responsible for the title registration costs and the transfer tax.

The state has a pre-emption right in the sale of the property if the acquisition is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of Pre-emption in Certain Areas 29.3.2019/469).

Foreign persons defined by law may acquire property in the territory of the State of Finland only if a permit is granted for the acquisition (Act on the State’s Right of Pre-emption in Certain Areas 29.3.2019/470).

The object is sold by online auction with incremental bids on the website www.huutokaupat.com. The deadline for submitting purchase bids expires on 2.10.2026 at 13.00 (or 2 minutes after the last purchase bid accepted for the auction has been placed).

The enforcement officer separately decides whether the highest bid is to be accepted or rejected. Bids placed in the online auction are binding. If a bid is accepted, the person who made the bid is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for compensation in accordance with Chapter 5, Section 25 of the Enforcement Code.

If it is not possible to place bids via the Huutokaupat.com service, the prospective buyer may submit a written bid to the enforcement officer. The bid will be attached to the online auction as a maximum bid according to the bidding increment mechanism. The bid must be submitted in writing to the Enforcement Office no later than 1.10.2026 at 12.00 to the address Enforcement Office / Kemi operating location, Valtakatu 28, 4th floor, 94100 KEMI. A written bid is binding and the same terms apply as in the online auction. The written bid must be signed and must show the bidder’s contact details, the maximum amount of the bid and the number of the object in the Huutokaupat.com service to which the bid applies.
