Terms of Sale

The property will be sold in an online auction on the website www.huutokaupat.com from 2.9.2026 to 1.10.2026. Participation in the auction requires registration. The deadline for submitting bids ends on 1.10.2026 at 18:00 (or 3 minutes after the last accepted bid).


The Enforcement Authority is not responsible for the operation of the service provider's system. The highest bid is the bid that the service provider's system has accepted as the highest. The enforcement officer decides whether to accept or reject the highest bid. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the buyer's liability for damages under Chapter 5, Section 25 of the Enforcement Code.


If registration is not possible, a written purchase offer may be submitted for the property. The written purchase offer must be delivered by post or email so that it is received by the Enforcement Authority no later than 29.9.2026 at 16:15. A written offer may also be submitted by the above deadline to the Enforcement Authority's Oulu office at Torikatu 34-40, Oulu. The office customer service is open on weekdays 8:00–16:15. The written purchase offer must state the bidder's name, personal identity/business ID and contact details. A written offer will be entered into the online auction as an increasing bid. The submitter of a written purchase offer is responsible for ensuring that the offer is received by the deadline. A written purchase offer is binding, and the same terms apply to it as in the online auction.


The enforcement authority reserves the right to end the sale or extend the sale period.


The property has been seized and is sold by private sale through the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, as applicable, the general auction terms laid down in the Enforcement Code.


Payment terms

The enforcement officer will inform the bidder with the highest offer whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority's official funds account. Once the payment has been credited to the official funds account, the enforcement officer will issue the sale decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.


Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay 20% of the purchase price immediately as a deposit.


Payment period: If necessary, a payment period of up to six weeks from the sale decision may be granted for the remaining purchase price. In that case, annual interest must be paid on the full purchase price for the entire payment period, from the sale date until the end of the payment period. The reference rate is currently 2.50%. If payment is not made within the granted payment period, annual default interest will thereafter be charged, currently 9.50%.


Obligations transferred to the buyer


Upon transfer of ownership of the property, the buyer must pay transfer tax of three per cent on their own initiative before applying for title registration and no later than six months after the deed of sale is made. The buyer is responsible for the title registration costs and the transfer tax.


The sale conditionally includes a water and sewer connection. In order to transfer the water connection into their name, the buyer must pay the water company (Paavolan Vesi Oy) any arrears relating to the connection. The connection had arrears of EUR 538.56 as of 26.8.2026. The plot valve was closed on 2.12.2024. Opening the plot valve costs EUR 52.00 + VAT 25.5% EUR 13.26, totalling EUR 65.26.


The buyer is responsible for any fees related to the transfer of connection agreements.


The State has a pre-emption right in the purchase of the property if the acquisition is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State's Pre-emption Right in Certain Areas 29.3.2019/469).


Foreign persons defined by law may acquire property in the territory of the Finnish State only if permission is granted for the acquisition (Act on the State's Pre-emption Right in Certain Areas 29.3.2019/470).

The bid will be attached to the online auction as a maximum bid according to the increment system. The bid must be submitted in writing to the Enforcement Service no later than 29.9.2026 at 16:15 to Ulosottolaitos / Ulosottolaitos, PL 1, 00067 Ulosottolaitos or Ulosottolaitos / Oulu office, Torikatu 34-40 Oulu or oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same terms as in the online auction apply to it. The written bid must be signed and must state the bidder's contact details, the maximum amount of the bid and the number of the object in the Huutokaupat.com service to which the bid applies.
