The written purchase offer is binding and is subject to the same terms as the online auction. The enforcement authority reserves the right to end the sale or extend the sale period.
The buyer must immediately pay a deposit of 20 per cent of the purchase price to the Enforcement Authority's official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the person whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer.
If necessary, up to six weeks' payment time may be granted for the remainder of the purchase price. Any payment period will be notified separately. If a payment period is granted, annual interest will be charged on the full purchase price in accordance with section 3(2) of the Interest Act for the entire agreed payment period from the date of sale to the end of the payment period. If no payment period is granted, the purchase price must be paid immediately after the bid is accepted. If payment is not made within the prescribed time, the buyer must pay default interest in accordance with section 4(1) of the Interest Act on the entire purchase price until the purchase price has been paid or a new sale has been carried out.
The buyer will obtain the right to possession of the lot once the full purchase price has been paid. The buyer must not use the property in a way that reduces its value before receiving the deed. The buyer will acquire ownership of the lot upon receipt of the deed. The deed will be delivered once the full purchase price has been paid and the sale has become legally valid.
Participants in the online auction are advised to ensure that their contact details registered with www.huutokaupat.com are up to date. In principle, the buyer and new owner will be the person who has made the accepted bid in the online auction. If the bidder has made the bid wholly or partly on behalf of another person, they must provide a power of attorney or other evidence of their right to bid on behalf of that person. If the highest bidder has made a bid on behalf of another, the buyer's details and the power of attorney must be submitted immediately after the bid is accepted by email to kouvola.realisointi.uo@oikeus.fi. Otherwise the sale decision and the deed will be made out to the party who made the highest accepted bid.
The State has a pre-emption right in the sale of real property if acquiring the property is necessary for national defence, border control or border security, or for monitoring or safeguarding territorial integrity (Act on the State's pre-emption right in certain areas 29 March 2019/469).
Persons from outside the EU and EEA may acquire real property in the territory of the State of Finland only if a permit is granted (Act on the permit requirement for certain acquisitions of real property 29 March 2019/470).
