After the auction ends the seller will contact the buyer within two (2) working days. The highest bidder must submit a description of their business and the construction project to the City of Oulu within one week (7 days) of the auction closing, after which the bid will be assessed and the city will decide whether to accept it. The reservation and sales decision is a unilateral administrative decision by the City of Oulu, of which the buyer will be notified. For evaluation and decision-making the bidder agrees to provide personal data (contact details) to the City of Oulu.

The reservation period for the plot is six (6) months. During the reservation period a preliminary site plan must be approved by the building supervision authority. The plot must be developed within two years of signing the deed. An undeveloped plot may not be transferred further.

The sale uses a deed drafted by the seller. Ownership and possession of the property transfer to the buyer upon signing the deed. The signing date of the deed will be agreed with the buyer after the sales decision has become final and the preliminary site plan has been approved by building supervision. The deed must be signed before the reservation period ends. The purchase price is paid at the signing.

The plot is sold in the condition stated in the advertisement and at the time of sale. The property has no exchange or return right. By placing a bid the bidder accepts the condition of the property as is.

Offers must be submitted by the stated deadline. The highest offer is the one the seller has accepted as highest.

Inspection of the property

The bidder is obliged to inspect the property, documents and records before making an offer. The buyer cannot later rely on a matter that could have been observed during the pre-inspection.

Information provided by the seller

The seller warrants that they have given the buyer all information the seller knows and that can be assumed to affect the sale.

Concluding the sale

The sale of the property must be made in the form required by the Land Code. The time and place for signing the deed will be agreed with the buyer separately. Payment of the purchase price takes place at the signing. In addition, the buyer will be charged the partitioning fee, is responsible for the certifier's fee and, in an electronic property transaction, the National Land Survey's service fee for property transactions.

Other costs

The buyer is responsible for the transfer tax in accordance with the applicable tax practice.

Withdrawal from the sale

A party that refuses to conclude the sale must, under the Land Code, compensate the other party for reasonable costs incurred from advertising, inspecting the property and other necessary actions related to completing the sale.
