After the auction ends, the seller will contact the buyer within two (2) working days. The highest bidder must submit a description of the business and the building project to the City of Oulu within seven (7) days of the bid closing, after which the bid will be evaluated and the City will decide whether to accept it. The reservation and sale decision is a unilateral administrative decision of the City of Oulu, of which the buyer will be notified. For evaluation and decision-making the bidder agrees to provide personal contact details to the City of Oulu.

The reservation period for the plot is six (6) months. During the reservation period a preliminary site plan must be approved by the building supervision authority. The plot must be built within two years of signing the deed. An undeveloped plot may not be transferred on to another party.

The sale uses a deed prepared by the seller. Ownership and right of possession transfer to the buyer upon signing the deed. The signing date of the deed will be agreed with the buyer after the sale decision has become legally valid and the preliminary site plan has been approved by building supervision. The deed must be signed before the end of the reservation period. The purchase price is paid at the signing.

The plot is sold as described in the listing and as it is at the time of sale. There is no right to exchange or return. By submitting a bid the bidder accepts the condition of the property as is.

Bids must be made by the given deadline. The highest bid is the one the seller has accepted as highest.

By placing a bid, the bidder accepts these terms of sale.

Inspection of the property

Bidders are obliged to inspect the property, documents and records before making a bid. The buyer cannot later refer to a matter that could have been observed in a prior inspection.

Information provided by the seller

The seller guarantees that they have given the buyer all information they know and which might reasonably be expected to affect the sale.

Concluding the sale

The sale of the property must be carried out in the form required by the Land Code. The time and place for signing the deed will be agreed with the buyer separately. Payment of the purchase price takes place at the signing event. In addition, the buyer is charged a partitioning fee, the buyer is responsible for the fee of the transaction confirmer, and in an electronic property transaction for the service fee charged by the National Land Survey of Finland for property transfers.

Other costs

The buyer is responsible for the transfer tax in accordance with the tax practice in force at the time.

Withdrawal from the sale

A party that refuses to complete the sale must, under the Land Code, compensate the other party for reasonable costs incurred from advertising, inspecting the property and other necessary acts related to concluding the sale.
