After the auction ends the seller will contact the buyer within two (2) working days. The highest bidder must submit a description of the business activity and the building project to the City of Oulu within seven (7) days of the auction closing, after which the offer will be assessed and the city will decide whether to accept it. The reservation and sales decision is the City of Oulu’s unilateral administrative decision, of which the buyer will be notified. For assessment and decision-making the bidder agrees to provide personal contact details to the City of Oulu.

The reservation period for the plot is six (6) months. During the reservation period the preliminary site plan must be approved by the building supervision authority. The plot must be built within two (2) years from signing the deed. An undeveloped plot may not be transferred onward.

The seller’s deed form will be used for the transaction. Ownership and possession of the property transfer to the buyer upon signing the deed. The time for signing the deed will be agreed with the buyer after the sales decision has become final and the preliminary site plan has been approved by building supervision. The deed must be signed before the end of the reservation period. The purchase price is paid at the signing event.

The plot is sold in the condition described in the advertisement and at the time of sale. The property has no right of exchange or return. By submitting a bid the bidder accepts the condition of the property as is.

Bids must be submitted by the stated deadline. The highest bid is the one the seller has accepted as highest.

By placing a bid the bidder accepts these terms of sale.

Viewing the property

The bidder is obliged to inspect the property, documents and records before making an offer. The buyer may not later rely on anything that could have been observed during the prior inspection.

Information provided by the seller

The seller warrants that they have provided the buyer with all information known to the seller that can reasonably be expected to affect the transaction.

Concluding the sale

The sale of the property must be made in the form prescribed by the Land Code. The time and place for signing the deed will be agreed with the buyer separately. Payment of the purchase price is made at the signing event. In addition, the buyer will be charged a plot partitioning fee, is responsible for the fee of the transaction confirmer and, in electronic property transactions, for the National Land Survey’s service fee for property transfers.

Other costs

The buyer is responsible for the transfer tax in accordance with the applicable tax practice.

Withdrawal from the sale

A party that refuses to complete the sale must, under the Land Code, compensate the other party for reasonable costs incurred from publicity, inspection of the property and other necessary measures related to the transaction.
