The property is sold by ascending bids in an online auction on www.huutokaupat.com between 22 December 2025 and 14 January 2026. Participation requires registration. The deadline for submitting bids ends on 14 January 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the functionality of the service provider's system. The highest bid is the one the service provider's system has accepted as highest. The enforcement officer will decide separately whether to accept or reject the highest bid.


Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may give rise to the buyer's liability for compensation under Enforcement Code, Chapter 5, Section 25. The buyer must compensate the difference if the highest bid in a new sale is lower than the previous highest bid plus interest referred to in Enforcement Code, Chapter 5, Section 24(2).


If a subsequent bid exceeds this amount, the buyer has no right to any surplus. The buyer must also reimburse the costs of the later sale unless they are covered by the surplus. The enforcement officer shall collect the said compensation from the deposit or other assets of the buyer if reasonably possible; otherwise the compensation will be collected later by the enforcement officer's decision at the creditor's request.


If it is not possible to submit purchase bids via the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum bid in accordance with the automatic bid increment. The written

offer must be signed and must state the bidder's contact details, the maximum amount of the offer and the Huutokaupat.com property number to which the offer relates. A written purchase offer is binding and shall be subject to the same terms as the online auction. The offer must be submitted no later than 13 January 2026 at 10:00 to the Enforcement Authority's Kouvola office, address Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to terminate the sale or to extend the sale period.


If the highest bid is accepted, the buyer must immediately pay a deposit equal to 20% of the purchase price into the Enforcement Authority's official trust account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the maker of the highest accepted bid. The maker of the highest bid must state on whose behalf the bid was made; otherwise the maker of the highest bid will be regarded as the buyer. Notification of acceptance or rejection of the bid will always be given separately.


A payment period of up to six weeks may be granted for the remainder of the purchase price if necessary. The payment period must be agreed separately. If a payment period is used, annual interest shall be charged on the whole purchase price in accordance with Section 3(2) of the Interest Act for the entire agreed payment period from the date of sale until the end of the payment period. If no payment period is used, the purchase price must be paid immediately after acceptance of the bid. If payment is not made within the time limit, the buyer must pay default interest on the full purchase price in accordance with Section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been held.


Obligations and rights transferred to the buyer

According to Kouvolan Vesi Oy's notice dated 28 October 2025, the property's water connection has been closed since 21 May 2024. Reopening the plot water pipe will cost the new owner €158 (incl. VAT). The meter will be replaced with a remote-reading one at no additional charge when the water is reconnected.


The property is within the stormwater sewerage area but has not yet connected. The connection fee for a detached-house plot is fixed at €1,700 (incl. VAT). The connection fee may be paid in five instalments. After connection, a fixed annual charge of €100.40 per year (incl. VAT) will be levied.


There are unpaid charges on the electricity connection to KSS Energia Oy of €179.17 as at 29 October 2025, which must be paid before the connection can be transferred to the new owner.


The building is sold as suitable for demolition. The building has suffered water damage causing mould in the structures. Renovation is largely unfinished. The building has been without heating for a long time. Water supply has been cut off.

The buyer must make their own assessment of the condition of the building/unit and the necessary repairs, taking into account at least their own inspection observations. Therefore, the property should be inspected. The sales brochure is indicative and is not a comprehensive description of the property.


The asset has been seized and is sold by a free sale conducted by the enforcement officer, observing, as applicable, the general auction terms laid down in the Enforcement Code. Buyers are urged to familiarise themselves thoroughly with the property, the sales brochure and the attached documents before making an offer.


The State has a pre-emption right in the sale of the property if acquisition is necessary to ensure national defence, border control or border security, or to safeguard or monitor territorial integrity (Act on the State's pre-emption right in certain areas 29 March 2019/469). Persons outside the EU and EEA may acquire property in the territory of the State of Finland only if a permit is granted (Act on the Permit Requirement for Certain Acquisitions of Real Property 29 March 2019/470). The buyer is responsible for obtaining any required permit and for the resulting obligations. More information is available on the Ministry of Defence's website.
