Terms of Sale

The property is sold by competitive bidding on the www.huutokaupat.com website in an online auction held during 22 December 2025–14 January 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 14 January 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the service provider’s system functionality. The highest bid is the bid that the service provider’s system has accepted as highest. The enforcement officer will separately decide whether to accept or reject the highest bid.


Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for compensation under chapter 5, section 25 of the Enforcement Code. The buyer must then compensate the difference if the highest bid in a new sale is lower than the previous highest bid plus the interest referred to in chapter 5, section 24(2) of the Enforcement Code.


If a bid exceeds the accepted bid, the buyer has no right to surplus proceeds. The buyer must also reimburse the costs of the subsequent sale unless these are covered by the surplus. The enforcement officer shall recover the said compensation from the deposit or other assets of the buyer, if reasonably possible. Otherwise, the compensation will be recovered later by a decision of the enforcement officer at the creditor’s request.


If it is not possible to submit purchase bids via Huutokaupat.com, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as the maximum automatic bid. The written offer must be signed and must include the bidder’s contact details, the maximum bid amount and the Huutokaupat.com item number the offer relates to. The written purchase offer is binding and subject to the same terms as the online auction. The offer must be submitted no later than 13 January 2026 at 10:00 to the Enforcement Authority’s Kouvola office, Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or to extend the sale period.


If the highest bid is accepted, the buyer must immediately pay a 20 per cent deposit of the purchase price into the Enforcement Authority’s official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise they will be considered the buyer. You will be notified separately of the acceptance or rejection of the bid.


The balance of the purchase price may, if necessary, be granted up to six weeks’ payment time. The payment period must be agreed separately. If a payment period is used, annual interest will be charged on the entire purchase price in accordance with section 3(2) of the Interest Act for the entire agreed payment period from the date of sale until the end of the payment period. If no payment period is granted, the purchase price must be paid immediately after acceptance of the offer. If payment is not made within the set time, the buyer must pay default interest on the entire purchase price in accordance with section 4(1) of the Interest Act until the purchase price is paid or a new sale is held.


Buyer’s obligations and rights transferred

According to Kouvolan Vesi Oy’s notice dated 28 October 2025, the property’s water connection has been closed since 21 May 2024. Reopening the plot water pipe will cost the new owner 158.00 € (incl. VAT). The meter will be replaced with a remote-reading meter at no extra charge when the water is opened.


The property lies within a stormwater sewerage area but has not yet connected. The connection fee for a detached house plot is fixed at 1,700.00 € (incl. VAT). The connection fee may be paid in up to five instalments. After connection, a fixed annual fee of 100.40 €/year (incl. VAT) will be charged.


There are unpaid charges of 179.17 € for the electricity connection to KSS Energia Oy as of 29 October 2025, which must be paid before the connection can be transferred to the new owner.


The building is sold in demolition condition. The building has suffered water damage causing mould to the structures. Renovation has largely been left unfinished. The building has been without heating for a long time. Water supplies have been cut off.

However, the buyer will make their own assessment of the condition of the building/apartment and necessary renovations, taking into account at least their own inspection observations. The asset has been seized and is sold in an open sale by the enforcement officer, complying where applicable with the general auction terms laid down in the Enforcement Code. Buyers are urged to familiarise themselves thoroughly with the sale item, the sales brochure and the attached documents before submitting a bid.


The State has a pre‑emptive right to purchase the property if acquisition is necessary for national defence, border control or border security, or to ensure or protect regional integrity (Act on the State’s pre‑emptive right in certain areas 29 March 2019/469). Persons outside the EU and EEA may acquire real estate in the territory of the State of Finland only with a permit (Act on the Permit Requirement for Certain Acquisitions of Real Property 29 March 2019/470).
