The Municipality of Vihti is selling by public auction a plot located in the Nummela Linnanniittu zoning area at Linnanniituntie 13d, 03100 Nummela. The plot is designated in the zoning plan as an area for detached small houses (AO).

In addition to the building rights shown in the zoning plan, each building site may have an outbuilding of up to 20 m². The outbuilding may be placed outside the building area, no closer than two metres to the boundary of a road shown in the zoning plan, an adjacent building site, a parking area block or a recreational area.


Uniform roof forms and mutually compatible exterior materials must be followed within building groups. Roof colour must be black or dark grey. The façade must be timber or rendered and light in colour.


Yard areas of building sites must be planned so as to prevent harmful effects of contaminated surface water on groundwater. Car parking areas must be surfaced with an impermeable material, and rain and melt water from these areas must be discharged to the stormwater sewer.


Clean stormwater from impermeable surfaces and roofs on the building site should primarily be infiltrated on the site. Underground oil tanks must not be located in the area.


Location


Linnanniittu is an almost fully built detached housing area in the South Nummela area. The area is safe and peaceful, yet close to the services of Nummela town centre. For the youngest family members there is a daycare centre, playgrounds and the recently completed South Nummela school centre in the nearby area. For older family members there are several care homes in the vicinity. The area also offers a variety of recreational opportunities: the Linnanniittu fitness stairs, padel courts and an indoor ball hall are all a stone's throw away.

Inspection of the property


The bidder is obliged before making an offer to inspect the property, the documents and the records. The buyer cannot subsequently claim any matter that could have been observed during a prior inspection or discovered by investigation.


Information provided by the seller


The Municipality of Vihti warrants that it has provided the buyer with all information known to the seller and that may be assumed to affect the transaction.


Other costs


The buyer is responsible for the fee for the certifying officer (EUR 138), the transfer tax and land registration costs of EUR 1,100. The land registration fee is included when determining the amount of the transfer tax: (purchase price + land registration fee) * 3% = transfer tax payable.


Building obligation


The plot carries a building obligation under which the buyers undertake to build on the plot at least 50% of its building rights within three months of the sale to such a stage of completion that the building supervision authority can carry out the occupancy inspection required for the building permit. (Note: original Finnish states "three years"; confirm timing.) Buyers are responsible for undertaking any required soil investigations related to the design of the construction project and for structural solutions required by the soil conditions when implementing the project. If the buyers neglect the building obligation described above, they are obliged to pay the seller a contractual penalty of 20% of the plot's purchase price for each commenced year of delay for up to five years, until the obligation is fulfilled.


Resale and transfer of the plot


The purchasers undertake not to sell or otherwise transfer the plot further as an undeveloped plot unless the municipality gives written consent. If the purchasers transfer the plot contrary to this agreement as an undeveloped plot, they shall pay the seller a contractual penalty equal to 100% of the plot's sale price as a one-off payment.


Municipal services


Municipal infrastructure in the area is in place. Water and sewer pipes have been installed up to the plot boundary. The deed of sale must be signed within 3 months of the final sales decision, otherwise the sales decision will lapse. The deed of sale is generally signed at the Vihti Municipal Office, visiting address Asemantie 30, 03100 Nummela. The deed of sale is prepared using the deed template approved by the municipal board. The purchase price and land registration costs must be paid by bank transfer to the account specified by the seller before signing the deed of sale. The sale of the property must be made in the prescribed form. All parties must be present at the same time and sign the deeds at the time of sale. Parties may use an agent if necessary.


Withdrawal from the sale


If the buyer refuses to complete the purchase, they must compensate the Municipality of Vihti for reasonable costs incurred from the advertising of the property, inspection of the property and other necessary actions related to concluding the sale.
