Terms of Sale

The property will be sold by highest bid in an online auction on the www.huutokaupat.com website during 20 November–10 December 2025. Participation in the auction requires registration. The deadline for submitting bids ends on 10 December 2025 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the service provider’s system performance. The highest bid is the one the service provider’s system has accepted as highest. The enforcement officer will separately decide whether to accept or reject the highest bid.


Bids submitted in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to buyer liability under section 25 of chapter 5 of the Enforcement Code.


If it is not possible to submit purchase bids through Huutokaupat.com, a prospective buyer may send a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum bid according to the automatic increase. The written offer must be signed and must state the bidder’s contact details, the maximum amount of the offer and the Huutokaupat.com lot number to which the offer relates. A written purchase offer is binding and is subject to the same terms as the online auction. The offer must be submitted by 9 December 2025 at 10:00 to the Enforcement Authority’s Kouvola office at Vuorikatu 1, 45100 Kouvola or by email to kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or to extend the sale period.


The buyer must immediately pay a deposit of 20 per cent of the purchase price to the Enforcement Authority’s official escrow account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise the highest bidder will be considered the buyer.


If necessary, a payment period of up to six weeks may be granted for the remaining purchase price. The payment period must be agreed separately. If payment time is granted, annual interest shall be payable on the whole purchase price in accordance with section 3(2) of the Interest Act for the agreed payment period from the date of sale until the end of the payment period.


If no payment period is granted, the purchase price must be paid immediately after the bid is accepted.


If payment is not made within the specified time, the buyer must pay late payment interest on the full purchase price in accordance with section 4(1) of the Interest Act until the purchase price is paid or a new sale has been completed.


The buyer will obtain the right of possession to the lot when the full purchase price has been paid. The buyer must not use the property in a way that reduces its value before receiving the deed of sale. The buyer will obtain title to the lot upon receipt of the deed of sale. The deed of sale will be delivered when the full purchase price has been paid and the sale has become final.


The property is subject to distraint and will be sold by the enforcement officer by free sale, observing as applicable the general auction terms provided in the Enforcement Code. The sales brochure is indicative and does not constitute a comprehensive description of the lot.


Buyers are advised to familiarise themselves thoroughly with the lot, the sales brochure and the attached documents before making an offer.


The State has a pre-emptive right to purchase the property if acquisition is necessary for national defence, border control or border security, or for monitoring or securing territorial integrity (Act on the State’s Pre-emptive Right in Certain Areas 29 March 2019/469).


Persons from outside the EU/EEA may acquire property in the territory of the Republic of Finland only if a permit is granted (Act on the Permit Requirement for Certain Acquisitions of Real Property 29 March 2019/470). The buyer is responsible for obtaining the permit and for any obligations arising from it. Further information is available on the Ministry of Defence’s website.
