The plots are offered for sale without a reserve price. The property will be sold, when the auction ends, to the highest bidder. However, the municipality reserves the right, for justified reasons, to suspend the sale procedure, reject bids or decide not to sell the property.

Bids must be submitted by the specified time. Bids are submitted electronically through the Huutokaupat.com system. The auction may also be attended in person by submitting a bid to the seller on site. The seller and buyer undertake to record all bids in the system.

The highest bidder must, within 3 days of the end of the auction, pay a deposit of EUR 500 (five hundred euros) into an account specified by the municipality. If the highest bid for the plot is less than EUR 500, the portion of the deposit exceeding the purchase price will be refunded. The deposit will not be refunded if the sale is cancelled for a reason not attributable to the seller. The deposit will be credited in full against the purchase price of the plot.

By placing a bid, the bidder accepts these terms of sale and the current auction terms of Huutokaupat.com.

Inspection of the property

Before placing a bid, the bidder must inspect the plot, its location, terrain conditions and the documents attached to the listing. Viewings by agreement.

The bidder is solely responsible for obtaining all information necessary for their purchase decision before placing a bid. The buyer may not subsequently invoke a circumstance that could have been detected during a prior inspection.

The plot is sold in the condition in which it is at the time of sale. By placing a bid, the bidder accepts the property as is.

Information provided by the seller

The seller warrants that they have provided the buyer with all information known to the seller and reasonably assumed to affect the sale.

The additional materials available include an extract from the land register, a map extract, a certificate of encumbrances and a title certificate. The documents will be provided on request.

The final terms for transferring the plot are determined by the deed of sale. If there is any discrepancy between the sales listing, the attached documents and the deed of sale, the terms of the deed of sale shall prevail.

Building obligation

The buyer undertakes to complete on the plot a residential building complying with the local detailed plan, building regulations, building guidelines and approved plans, so that the supervising authority can carry out an acceptable final inspection for use no later than 3 years from the signing of the deed of sale.

Construction must comply with the local detailed plan in force.

Transfer of an undeveloped plot

An undeveloped plot may not be sold or otherwise transferred without the municipality’s written consent. Breach of the building obligation or restriction on further transfer may result in a contractual penalty as specified in more detail in the transfer document.

Connections and other costs

The buyer is responsible for carrying out the soil surveys required for planning the building project and for the structural solutions required by the soil conditions for implementing the project.

The buyer is responsible for connection charges according to the tariffs in force from time to time, as well as for electricity, telecommunications and other connections.

In the Koskoisten residential area, the sewer connection is purchased from the sewer cooperative.

The buyer is responsible for transfer tax, title registration costs, property subdivision costs, the fees of the public purchase witness and other official charges related to the property transaction. The municipality is responsible for taxes and charges imposed on the property until ownership is transferred, after which responsibility passes to the buyer.

Placement of cables and equipment

The property owner permits the placement on the property of cables, equipment and structures serving the community or property in accordance with applicable legislation. Any inconvenience or damage will be compensated in a manner agreed separately.

Transfer of the plot

A separate decision on the transfer of the plot will be made in accordance with the municipality’s current delegations of authority. The deed of sale must be signed within three (3) months of the sale decision.

The purchase price of the plot and the plot subdivision costs must be paid before the deed of sale is signed. In addition, the buyer shall pay the public purchase witness’s fee directly to the witness when the deed of sale is signed.

Withdrawal from the sale

A party who, after an accepted bid, refuses without lawful grounds to complete the sale must, in accordance with the Code of Real Estate, compensate the other party for reasonable costs incurred through advertising, inspecting the property and other necessary measures related to completing the sale.
