The plots are offered for sale without a reserve price. The property will be sold to the highest bidder when the auction ends. However, the municipality reserves the right, for a justified reason, to interrupt the sale process, reject bids or leave the property unsold.
Bids must be submitted by the stated time. Bids are submitted electronically through the Huutokaupat.com system. The auction may also be attended in person by submitting a bid to the seller on site. The seller and buyer undertake to record all bids in the system.
The highest bidder must, within 3 days of the end of the auction, pay a deposit of €500 (five hundred euros) into the account specified by the municipality. If the highest bid for the plot is less than €500, the part of the deposit exceeding the purchase price will be refunded. The deposit will not be refunded if the sale is cancelled for a reason not attributable to the seller. The deposit will be credited in full against the purchase price of the plot.
By submitting a bid, the bidder accepts these terms of sale and the current auction terms of Huutokaupat.com.
Inspection of the property
Before submitting a bid, the bidder must inspect the plot, its location and terrain conditions, as well as the documents attached to the listing. Viewings are available by agreement.
The bidder is responsible for obtaining all information necessary for their purchase decision before submitting a bid. The buyer may not subsequently invoke a circumstance that could have been detected during the prior inspection.
The plot is sold in the condition in which it is at the time of the sale. By submitting a bid, the bidder accepts the property as is.
Information provided by the seller
The seller warrants that they have provided the buyer with all information known to the seller that may reasonably be expected to affect the sale.
The further information available comprises a land register extract, map extract, encumbrance certificate and title certificate. The documents will be supplied on request.
The final terms of transfer of the plot are determined by the deed of sale. If there is any discrepancy between the sale listing, its appendices and the deed of sale, the terms of the deed of sale shall prevail.
Building obligation
The buyer undertakes to complete a residential building on the plot in accordance with the local detailed plan, building regulations, building guidelines and approved plans, so that the supervising authority can carry out an acceptable commissioning inspection no later than 3 years after the deed of sale is signed.
Building method
Construction must comply with the local detailed plan in force.
Transfer of an undeveloped plot
An undeveloped plot may not be sold or otherwise transferred without the municipality’s written consent. A contractual penalty may be imposed for breach of the building obligation or restriction on further transfer, as specified in more detail in the transfer document.
Connections and other costs
The buyer is responsible for carrying out the soil surveys required for planning the construction project and for the structural solutions required by the soil conditions for implementing the project.
The buyer is responsible for connection charges in accordance with the tariffs in force at the time, as well as for electricity, telecommunications and other connections.
The buyer is responsible for transfer tax, title registration costs, property subdivision costs, fees for the public purchase witness and other official fees associated with the property transaction. The municipality is responsible for taxes and charges relating to the property until ownership transfers, after which responsibility passes to the buyer.
Installation of cables and equipment
The property owner permits cables, equipment and structures serving the community or property to be installed on the property in accordance with applicable legislation. Any inconvenience or damage will be compensated in a separately agreed manner.
Transfer of the plot
A separate decision on the transfer of the plot will be made in accordance with the municipality’s current rules on authority. The deed of sale must be signed within 3 months of the sale decision.
The purchase price of the plot and the plot subdivision costs must be paid before the deed of sale is signed. In addition, the buyer must pay the public purchase witness’s fee directly to the witness when the deed of sale is signed.
Ownership and possession transfer to the buyer when the purchase price has been paid and the deed of sale has been signed.
Withdrawal from the sale
Under the Land Code, a party who, without lawful grounds, refuses to complete the sale after an accepted bid must compensate the other party for reasonable costs incurred from advertising, inspecting the property and other necessary measures related to completing the sale.
