The plots are offered for sale without a reserve price. The property will be sold to the highest bidder when the auction ends. However, the municipality reserves the right, for justified reasons, to suspend the sale procedure, reject bids or leave the property unsold.
Bids must be submitted by the stated deadline. Bids are submitted electronically through the Huutokaupat.com system. The auction may also be attended in person by submitting a bid to the seller on site. The seller and buyer undertake to record all bids in the system.
The highest bidder must pay a deposit of €500 (five hundred euros) into the account specified by the municipality within 3 days of the auction ending. If the highest bid for the plot is less than €500, the portion of the deposit exceeding the purchase price will be refunded. The deposit will not be refunded if the sale is cancelled for a reason not attributable to the seller. The deposit will be credited in full against the plot’s purchase price.
By submitting a bid, the bidder accepts these terms of sale and the current auction terms of Huutokaupat.com.
Viewing the property
Before submitting a bid, the bidder must familiarise themselves with the plot, its location, terrain conditions and the documents attached to the listing. Viewings are available by agreement.
The bidder is solely responsible for obtaining all information necessary for their purchasing decision before submitting a bid. The buyer may not subsequently rely on a circumstance that could have been detected during a prior inspection.
The plot is sold in the condition in which it is at the time of sale. By submitting a bid, the bidder accepts the property as is.
Information provided by the seller
The seller warrants that they have provided the buyer with all information known to the seller that may reasonably be expected to affect the sale.
The following additional documents are available: a land register extract, map extract, encumbrance certificate and title certificate. The documents will be provided on request.
The final terms of transfer of the plot are determined by the deed of sale. If there is any conflict between the sales listing, attached documents and the deed of sale, the terms of the deed of sale shall prevail.
Building obligation
The buyer undertakes to complete on the plot a residential building complying with the local detailed plan, building regulations, building guidelines and approved plans, so that the building control authority can carry out an acceptable final inspection for use no later than 3 years after the deed of sale has been signed.
Building method
Construction must comply with the local detailed plan in force.
Transfer of an undeveloped plot
An undeveloped plot may not be sold or otherwise transferred without the municipality’s written consent. A contractual penalty may be imposed for breach of the building obligation or restriction on further transfer, as specified in more detail in the transfer document.
Connections and other costs
The buyer is responsible for carrying out the soil surveys required for planning the construction project and for the structural solutions required by the soil conditions for implementing the project.
The buyer is responsible for connection charges in accordance with the tariffs in force from time to time, as well as for electricity, telecommunications and other connections.
The buyer is responsible for transfer tax, title registration costs, property subdivision costs, costs of certification of the sale and other official charges related to the property sale. The municipality is responsible for taxes and charges imposed on the property until ownership is transferred, after which responsibility passes to the buyer.
Installation of cables and equipment
The property owner permits cables, equipment and structures serving the community or property to be installed on the property in accordance with applicable legislation. Any inconvenience or damage will be compensated as separately agreed.
Transfer of the plot
A separate decision on the transfer of the plot will be made in accordance with the municipality’s current rules on powers and authority. The deed of sale must be signed within 3 months of the sale decision.
The plot’s purchase price and subdivision costs must be paid before the deed of sale is signed. In addition, the buyer shall pay the certification fee directly to the certifying official when the deed of sale is signed.
Ownership and possession pass to the buyer when the purchase price has been paid and the deed of sale has been signed.
Withdrawal from the sale
A party who, without legal grounds, refuses to complete the sale after an accepted bid must, in accordance with the Code of Real Estate, reimburse the other party for reasonable costs incurred in advertising, inspecting the property and carrying out other necessary acts related to completing the sale.
