Submission of bids
The property will be sold by incremental bids in an online auction held on the website www.huutokaupat.com from 3 September to 23 September 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 23 September 2026 at 13:00, or three minutes after the last accepted bid.
The Enforcement Authority is not responsible for the functionality of the service provider's system. The highest bid is the bid that the service provider's system has accepted as the highest. The bailiff decides separately whether the highest bid is accepted or rejected.
The enforcement authority reserves the right to end the sale or extend the sale period.
If it is not possible to submit bids through the Huutokaupat.com service, a prospective buyer may submit a written bid to the enforcement authority, which will be included in the online auction as the maximum bid in accordance with the automatic bidding function. The written bid must be signed and must state the bidder's contact details, the maximum bid amount, and the Huutokaupat.com item number to which the bid refers. The written bid is binding and the same terms apply as in the online auction. The bid must be submitted no later than 17 September 2026 at 10:00 to Vuorikatu 1, 45100 KOUVOLA, or by email to kouvola.realisointi.uo@oikeus.fi.
Bids submitted in the online auction are binding. If a bid made is accepted, the bidder is obliged to pay the purchase price offered within the agreed payment period. Failure to pay the offered purchase price may result in the buyer's liability for compensation under Chapter 5, Section 25 of the Enforcement Code. In that case, the buyer must compensate the difference if the highest bid in a new sale is lower than the highest bid made in the previous auction, plus the interest referred to in Chapter 5, Section 24(2) of the Enforcement Code. If the bid rises above this, the buyer is not entitled to any surplus. The buyer must also compensate the costs of the subsequent sale, unless they can be covered from the surplus. The bailiff must recover the said compensation from the deposit or from the buyer's other assets if this can be done within a reasonable time. Otherwise, the compensation will later be recovered by decision of the bailiff at the request of the creditor.
Payment terms

If the highest bid is accepted, the buyer must immediately pay a deposit of 20% of the purchase price into the Enforcement Agency's official funds account. The deposit cannot be paid by credit card. The Enforcement Agency will contact the bidder whose bid was accepted. The bidder whose highest bid was accepted must state on whose behalf the bid was made. Otherwise, the highest bidder is deemed to be the buyer.
Payment period
If necessary, a payment period may be granted for the remaining purchase price until 14 October 2026. The payment period must be agreed separately. If a payment period is used, annual interest must be paid on the entire purchase price in accordance with Section 3(2) of the Interest Act for the entire agreed payment period from the date of sale until the end of the payment period.
If no payment period is used, the purchase price must be paid immediately after acceptance of the bid.
If payment is not made within the prescribed time, the buyer must pay late-payment interest in accordance with Section 4(1) of the Interest Act on the entire purchase price until the purchase price has been paid or a new sale has been carried out. The current late-payment interest rate is 9.50%.
Other information
Any receivables of the housing company and the housing company loan share encumbering the apartment being sold will not be paid from the purchase price in any respect. The purchase price therefore is not a so-called debt-free price. The buyer is responsible for fulfilling, at their own expense, the obligations related to the apartment owed to the housing company. Bids in the online auction should be made with these matters in mind.
The buyer is liable to pay transfer tax of 1.5%. The tax is calculated on the total of the purchase price and the obligations transferred to the buyer as of the date of transfer of title.
