Property for sale: seized leasehold right with buildings in Tornio, Tornio

The property will be sold by online auction on the website www.huutokaupat.com from 8.9.2026 to 6.10.2026. Participation in the auction requires registration. The deadline for bids ends on 6.10.2026 at 13:00 (or 3 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer decides whether the highest bid is accepted or rejected. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the purchase price may result in the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

The enforcement authority reserves the right to end the sale or extend the sale period.

The property has been seized and is sold by public sale conducted by the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority’s official funds account. Once the payment is visible in the official funds account, the enforcement officer will issue a sales decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period of up to six weeks from the sales decision may be granted for the remaining purchase price. In that case, annual interest is payable on the full purchase price for the entire payment period from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment is not made within the granted payment period, annual default interest will thereafter be charged, currently 9.50%.

Obligations transferred to the buyer

When ownership of the property is transferred, the buyer must pay transfer tax of 3% on their own initiative before applying for title registration and no later than six months from the signing of the deed of sale. The buyer is responsible for the title registration costs and transfer tax.

The State has a right of pre-emption in the purchase of the property if acquisition is necessary for ensuring national defence, border control or border security, or for supervising or safeguarding territorial integrity (Act on the State’s Right of Pre-emption in Certain Areas 29.3.2019/469).

Foreign persons defined by law may acquire a property in the territory of the Finnish State only if a permit is granted for the acquisition (Act on the State’s Right of Pre-emption in Certain Areas 29.3.2019/470).

Terms of sale of the object

The object is sold by online auction with increment bids on the website www.huutokaupat.com. The deadline for submitting purchase bids expires on 6.10.2026 at 13:00 (or 3 minutes after the last purchase bid accepted for the auction has been made).

The enforcement officer reserves the right to terminate the sale or extend the sale period.

If it is not possible to place bids via the Huutokaupat.com service, the prospective buyer may submit a written bid to the enforcement officer. The bid will be attached to the online auction as a maximum bid under the automatic bidding system. The written bid must be submitted to the Enforcement Agency no later than 5.10.2026 at 12:00 to the address Enforcement Agency / Kemi office, Valtakatu 28, 4th floor, 94100 KEMI. A written bid is binding and the same terms apply to it as in the online auction. The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid, and the number of the item in the Huutokaupat.com service to which the bid applies.
