The property will be sold by ascending bids in an online auction on the website www.huutokaupat.com from 7 July to 10 August 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 10 August 2026 at 13:00, or three minutes after the last accepted bid.
The Enforcement Authority is not responsible for the functioning of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer will decide separately whether to accept or reject the highest bid.
Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.
If it is not possible to submit purchase bids through the Huutokaupat.com service, a prospective buyer may submit a written purchase bid to the enforcement authority, which will be included in the online auction as the maximum bid in accordance with the automatic bidding system. The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid, and the item number on Huutokaupat.com to which the bid relates. The written purchase bid is binding and the same terms apply as in the online auction. The bid must be submitted no later than 7 August 2026 at 10:00 to the Kouvola office of the Enforcement Authority, address Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi.uo@oikeus.fi.
The enforcement authority reserves the right to end the sale or extend the sale period.
The buyer must immediately pay a deposit of 20 per cent of the purchase price into the Enforcement Authority’s official funds account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder with the highest accepted bid. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed to be the buyer.
If necessary, up to six weeks’ time may be granted for payment of the remaining purchase price. Any payment period must be agreed separately. If a payment period is used, annual interest on the full purchase price must be paid in accordance with section 3(2) of the Interest Act for the entire agreed payment period, from the date of sale until the end of the payment period. If no payment period is used, the purchase price must be paid without delay after acceptance of the bid. If payment is not made within the specified time, the buyer must pay late-payment interest on the full purchase price in accordance with section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been carried out.
The buyer obtains the right to possess the property once the full purchase price has been paid. The buyer may not use the property in a way that reduces its value before receiving the deed of sale. The buyer obtains title to the property upon receipt of the deed of sale. The deed of sale will be handed over when the full purchase price has been paid and the sale has become final.
Participants in the online auction are advised to ensure that the contact details registered in the www.huutokaupat.com service are up to date. As a rule, the buyer of the property and the new owner will be the person who has made the accepted bid in the online auction. If the bidder has made the bid wholly or partly on behalf of another person, they must present a power of attorney or other evidence of their right to bid on behalf of another person. If the highest bidder has made the bid on behalf of another person, the buyer’s details and the power of attorney must be notified immediately after the accepted bid by email to kouvola.realisointi.uo@oikeus.fi. Otherwise, the sales decision and deed of sale will be made in favour of the party who made the highest accepted bid.
The State has a pre-emption right in the sale of real property if the acquisition of the property is necessary to ensure national defence, border control or border security, or for the supervision or safeguarding of territorial integrity (Act on the State’s Pre-emption Right in Certain Areas 29 March 2019/469).
Persons outside the EU and EEA area may acquire real property in Finland only if a permit is granted for the acquisition (Act on Permit Requirements for Certain Real Estate Acquisitions 29 March 2019/470).
