The plot for sale is designated in the 2020 zoning change as an area for tourism and cultural services, where business and residential use are permitted. The plan allows additional construction of 200 m² of floor area and a 25 m² outbuilding. Existing main buildings are of cultural-historical significance and must not be demolished. They are marked in the plan with protection symbol sr-11. Any repairs must preserve the buildings' architecturally valuable and culturally significant character. Repairs require a statement from the museum authority. The site also contains a protected archaeological monument; any interference is prohibited under the Antiquities Act.


The site includes the Koivuniemi main building with a total area of 445 m². The building has been used by various associations and other operators. First-stage participation notice:

Separate written implementation plan:


Before the auction's second stage, participants must prepare and submit to the City of Mänttä-Vilppula an implementation plan describing the intended future use of the site and the activities to be carried out there.


The plan must include the participant's estimated project schedule for each building. The participant may optionally attach visualisations and references of similar projects or other relevant material. The plan must include the participant's contact details: name, company (if applicable), telephone number and email address.

The City of Mänttä-Vilppula reserves the right to negotiate implementation plans with participants if necessary.

The City of Mänttä-Vilppula requires participation in the auction's first stage to qualify for the second stage.

By participating in the first stage bidders agree that the City of Mänttä-Vilppula will check the participant's credit information. An adverse credit record will result in exclusion from the competition.


Bidders agree to the disclosure of their contact details to the City of Mänttä-Vilppula for decision-making purposes.


If a bidder submits a first-stage participation notice but fails to deliver the implementation plan by the deadline, the bid will be rejected and the bidder will not be able to take part in the second stage.


Second stage of the auction:

After the first stage ends, the City of Mänttä-Vilppula will review the submitted implementation plans. The city's authorised property working group reserves the right to accept or reject the plans received.

The city will invite accepted buyer candidates to the closed second stage of the auction and will announce the time and access instructions on the auction site.


In the second stage the purchase price of the property will be bid.


Planned use of the property should in principle be based on the buildings' current use or the use allowed by the zoning plan. If a second-stage offer is based on a solution that would require a deviation decision or zoning change by the city, the bidder makes such an offer at their own risk.


After the second stage of the auction:

The City Board of Mänttä-Vilppula decides whether to accept or reject the highest offer. The plans of the highest bidder will be reviewed with that bidder before the City Board decision. The City Board reserves the right to negotiate and agree with the highest bidder on sale arrangements, including, if necessary, drafting and signing a preliminary contract of sale and other contractual and organisational measures required to carry out the sale.


Before the City Board considers the sale, the bidder must pay the city a reservation fee of €2,000 based on an invoice sent by the city. The reservation fee will be credited against the purchase price. If the deed of sale is not signed, the reservation fee is retained by the city. If the City Board rejects the sale, the reservation fee will be returned to the bidder.


The sale decision will be published and is subject to the appeal period under the Local Government Act.

The deed of sale / preliminary contract for the property must be signed within one month of the City Board decision becoming legally valid.

The seller's contract will be used in the transfer. The purchase price is to be paid by bank transfer to the account specified by the seller.

Terms of Sale

The seller reserves the right to accept or reject the highest bid.

The time and place for signing the sale and any preliminary contract will be agreed separately with the highest bidder if the City Board of Mänttä-Vilppula decides to accept the highest offer.


Other costs


The bidder is responsible for costs related to preparing the required implementation plan and inspecting the property. If the offer is accepted, the bidder is also responsible for the reservation fee mentioned above and for buyer-registered costs in the deed of sale.


Withdrawal of an offer


By submitting an offer the buyer commits to purchasing the property. The buyer is responsible for all bids made using the user credentials obtained from the Huutokaupat.com site. If the buyer withdraws from an accepted bid, the buyer must compensate the seller for reasonable costs incurred in organising the auction and preparing and processing the sale decision (Land Code, Chapter 2, Section 8).
