Attachment-seized property with buildings for sale in Ii, Ii

The property is sold by incremental bids in an online auction on www.huutokaupat.com. Participation requires registration. The deadline for submitting bids ends on 23 April 2026 at 13:00 or three minutes after the last accepted bid.

The Enforcement Authority is not responsible for the service provider’s system. The highest bid is the one registered as highest by the service provider’s system. The enforcement officer will decide separately whether to accept or reject the highest bid.

Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay may lead to the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

The enforcement authority reserves the right to end the sale or to extend the sale period.

The property is seized and sold privately by the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the Code’s general auction terms.

Payment terms

The enforcement officer will notify the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer must pay the entire purchase price by bank transfer to the Enforcement Authority’s official account. The sale decision will be made once the payment is visible on that account and will be served to the parties. Payment by credit card is not possible.

Deposit: If the full purchase price is not paid immediately, the buyer must pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period for the remaining balance may be granted, but no longer than six weeks from the sale decision. Interest at the annual reference rate (currently 2.5%) is charged on the whole purchase price for the payment period from the date of sale until the end of the payment period. If payment is not made within the granted period, annual default interest will be charged thereafter (currently 9.5%).

Buyer’s liabilities and receivables related to the property

Water and sewer connection with Ii Water Utility. The connection is sold with the property, but the buyer must transfer the existing water connection and its contract into their name at the time of sale. If the previous owner has unpaid bills, they will transfer to the new owner on completion of the property sale. Otherwise, the new owner is treated as a new subscriber and a new connection and usage agreement will be made and a connection fee charged. There were outstanding invoices of €98.09 on the connection as of 20 October 2025. A final invoice will be issued at the time of sale for unbilled basic charges up to the date of change of ownership. The most recent water meter reading for the property was on 15 February 2024. Water supply has been disconnected. The buyer must check and pay any arrears themselves. Arrears will not be paid from the sale proceeds held by the Enforcement Authority.

The property has an electricity connection with Iin Energia Oy sized 3×25 A. Electricity was disconnected on 24 October 2022. There is currently a maintenance contract and a dismantling procedure in progress. If the connection has not been dismantled and a property sale takes place, the buyer must pay all outstanding claims before reconnection and must submit a general information form to Iin Energia. The buyer must check and pay any arrears themselves. Arrears will not be paid from the sale proceeds held by the Enforcement Authority. According to Iin Energia, unpaid amounts as of 1 January 2026 totalled €1,249.63. The cost of a new connection is €5,010.

Updated information 21 April 2026: According to Iin Energia, open invoices must be paid by 26 May 2026. If outstanding amounts are not paid by that date, the connection will be dismantled on 1 June 2026.

The buyer is responsible for any fees related to transferring connection agreements.

If it is not possible to place bids via Huutokaupat.com, a prospective buyer may submit a written bid to the enforcement officer. The written bid will be entered into the online auction as a maximum bid by the automatic increment system. Written bids must be submitted in writing to the Enforcement Authority no later than 22 April 2026 at 12:00 to the address Utsökningsverket / Kemi operations office, Valtakatu 28, 94100 Kemi or to rovaniemi.realisointi.uo@oikeus.fi. A written bid is binding and is subject to the same terms as the online auction. The written bid must be signed and include the bidder’s contact details, the maximum bid amount and the number of the object in the Huutokaupat.com service to which the bid relates.
