Terms of Sale

The item is sold by increasing bids in an online auction held on the website www.huutokaupat.com. Participation requires registration. The bidding deadline ends on 21/04/2026 at 13:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has registered as highest. The enforcement officer will separately decide whether to accept or reject the highest bid.


Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the purchase price offered within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.


The enforcement authority reserves the right to end the sale or extend the sale period.


The property is subject to distraint and is sold by private sale carried out by the enforcement officer in accordance with the general auction terms laid down in the Enforcement Code, as applicable.


Payment terms


The enforcement officer will notify the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer must pay the full purchase price by bank transfer to the Enforcement Authority’s official account. Once the payment is visible on the official account, the enforcement officer will make the sale decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.


Deposit: If the full purchase price is not paid immediately, the buyer must pay a deposit of 20% of the purchase price immediately.


Payment period: A payment period for the remaining purchase price may be granted if necessary, but no more than six weeks from the sale decision. In that case, annual interest is payable on the full purchase price for the whole payment period from the sale date until the end of the payment period. The reference interest rate is currently 2.50%. If payment is not made within the granted period, annual late interest will thereafter be charged. The late interest rate is currently 9.50%.


Obligations and rights transferred to the buyer AND/OR claims related to the property for sale


The buyer must apply for title registration (lainhuuto) for their acquisition within six months from the date of the deed of sale. If the right of lease is transferred in ownership, the buyer must report and pay the transfer tax on their own initiative before applying for title registration and at the latest within six months of the date of the deed of sale. The buyer is responsible for title registration costs and transfer tax. The transfer tax is 3% of the purchase price.


The new owner is obliged to pay arrears of ground rent to the Tornio parish union. Rent arrears amount to €1,620.51 as at 28/02/2026. The buyer must check the amount of arrears themselves and pay them. Arrears will not be paid from the purchase price paid to the Enforcement Authority.


The sale conditionally includes an electricity connection. To have the electricity connection transferred into their name, the buyer must pay any outstanding electricity transfer charges to the electricity company Tornionlaakson Sähköverkko Oy. There are electricity transfer arrears of €1,052.48 as at 16/03/2026. The buyer must check the amount of arrears themselves and pay them. Arrears will not be paid from the purchase price paid to the Enforcement Authority.


The sale conditionally includes a water and sewer connection. To have the connection transferred into their name, the buyer must pay any outstanding charges to the water company Tornion Vesi Oy. There are arrears of €1,296.37 as at 11/12/2025.


Terms of sale for the object

The object is sold by online auction with incremental bids on the website www.huutokaupat.com. The deadline for submitting purchase bids expires on 21/04/2026 at 13:00 (or 3 minutes after the last auction bid accepted to the auction has been submitted).

The bid must be submitted in writing to the Enforcement Authority no later than 20/04/2026 at 12:00 to the address: Enforcement Authority / Kemi office, Valtakatu 28, 94100 Kemi. A written bid is binding and is subject to the same conditions as bids in the online auction. The written bid must be signed and must state the bidder’s contact details, the maximum bid amount and the number of the lot in the Huutokaupat.com service to which the bid relates.


The property is subject to distraint and is sold by private sale by the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms of the Enforcement Code.
