TO LET café building in Onkilahden Park, Vaasa

The City of Vaasa is letting the café building located in Onkilahden Park.

Two-stage auction:

In the first stage the bidder submits a participation notice (one registration for this auction), based on which selected participants are separately invited to a closed auction (price determination for the property).

Stage 1 is a participation notice (one registration for this advertisement), which is not a price offer but entitles the bidder to participate in the second stage if the city accepts them.

The city requires participation in this first stage to secure the right to participate in stage 2.

The bidder must meet the bidder-related requirements (see bidder-related factors).

If the bidder does not meet these requirements, they will be excluded from the process. If the bidder is a private individual, the city will check credit information; a negative credit record will lead to exclusion.

Those invited to the closed auction will be given a separate date and access instructions to the auction site.

In stage 2 a bid price is created, which is the offered purchase price for the object (a separate auction later for invited bidders only). The bid is offered as 1 month’s rent for the period 1 May–30 Sep. During 1 Oct–30 Apr the entrepreneur is responsible only for the property’s maintenance costs.

Bidder-related factors

• The bidder must attach a copy of a valid prepayment register extract, proof of VAT registration, a tax debt certificate and a statement on fulfilment of pension payment obligations or other equivalent reliable evidence of fulfilment of taxes, withholding remittances, social security contributions and pension payments.

• Under the Contractor’s Obligations Act the documentation must be provided according to the company size and also on occupational health care arrangements. Certificates may be at most two (2) months old counted from the date of tender submission.

• A valid “Reliable partner” report published by Suomen Tilaajavastuu Oy is accepted as proof of the above obligations. The bidder must provide corresponding documentation for any subcontractors.

• The company must provide the same information annually to the City of Vaasa.

• The bidder must have no outstanding debt to the City of Vaasa and no unresolved tax or statutory obligations.

Property information

• Area: café building approx. 107.5 m2 (customer area 40 m2 + customer sales area 15 m2; kiosk 21.0 m2 + kiosk storage 5.0 m2; WC facilities and store/changing room 11.0 m2 + 7.0 m2 + 8.5 m2) and terrace.

• The property has electricity, water and sewer connections installed.

• There is no grease trap, which limits the preparation of hot food.

Contract

• The agreement is open-ended starting 01/05/2026. The contract has a mutual notice period of 6 months.

• The tenant is responsible for operating costs and contracts related to electricity, water, sewerage, waste management and telecommunications.

• Deposit €2,500 payable before the commencement of the right of possession. The entrepreneur is responsible for key management.
