How to place bids

The lot is sold by incremental bids in an online auction organised on the website www.huutokaupat.com. Participation in the auction requires registration. The deadline for placing bids ends on 11 March 2026 at 18:00 or three minutes after the most recent bid.

The Enforcement Authority (Ulosottolaitos) is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the provider’s system has accepted as highest. The bailiff (ulosottomies) will decide separately whether to accept or reject the highest bid.

Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability under Chapter 5, Section 25 of the Enforcement Code (ulosottokaaren 5 luvun 25 §).

If it is not possible to place bids via Huutokaupat.com, a buyer candidate may submit a written purchase offer to the enforcement authority. The offer will be attached to the online auction as a maximum bid in accordance with the automatic bid increase. The written offer must be signed and must state the bidder’s contact details, the maximum amount of the offer and the Huutokaupat.com lot number to which the offer relates. The written purchase offer is binding and the same terms as for the online auction apply. The offer must be submitted no later than 9 March 2026 at 16:15 to the Enforcement Authority, Oulu office, Torikatu 34–40, 2nd floor, 90100 Oulu, or by e‑mail to oulu.realisointi.uo@oikeus.fi.

The Enforcement Authority reserves the right to end the sale or to extend the sales period.

The bailiff shall, however, not accept the highest bid if he considers that the bid is clearly below the market value of the property in the locality.

Payment terms

Deposit

The buyer must immediately pay a deposit of 20 per cent of the purchase price to the Enforcement Authority’s government deposit account FI93 8129 9710 0163 61, using reference RF84 3760 0004 9872 33. The deposit cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must indicate on whose behalf the bid was made. Otherwise, the highest bidder will be regarded as the buyer.

Payment period

If necessary, up to six weeks’ payment time may be granted for the remaining purchase price. The payment period must be agreed separately. If payment time is used, annual interest in accordance with section 3(2) of the Interest Act is payable on the whole purchase price for the agreed payment period from the date of sale until the end of the payment period.

If no payment period is used, the purchase price must be paid without delay after the acceptance of the bid.

If payment is not made within the specified time, the buyer must pay default interest in accordance with section 4(1) of the Interest Act on the whole purchase price until the purchase price has been paid or a new sale has been completed.

Obligations and rights transferred to the buyer

The buyer is responsible for the partitioning (subdivision) costs of the sold plot. Information on the fee basis for cadastral procedures is available on the National Land Survey of Finland website: www.maanmittauslaitos.fi/hinnasto. At the time of preparing the sales brochure, subdivision costs according to the valid price list amount to €2,200.

Encumbrances

Liens and mortgages affecting the sold property will lapse and the mortgages will be discharged from the sold plot. Mortgage debt will not be transferred to the buyer.

Applying for title and transfer tax

The buyer must apply for title (lainhuuto) to the acquisition within six months of the date of the deed. The buyer must pay the transfer tax on their own initiative at the latest when applying for title. The transfer tax is 3% of the purchase price.

Transfer of possession and ownership

The buyer acquires the right of possession to the sale object when the full purchase price has been paid. The buyer must not use the property in a way that reduces its value before receiving the deed. The buyer acquires ownership of the sale object upon receipt of the deed. The deed is delivered when the full purchase price has been paid and the sale has become final.

Other information

The property has been seized and it is sold by private sale arranged by the bailiff in accordance with Enforcement Code Chapter 5, Section 76 and, as applicable, the general auction terms provided in the Enforcement Code. The sales brochure is indicative and is not a comprehensive description of the lot.

Buyers are urged to familiarise themselves thoroughly with the lot, the sales brochure and the attached documents before placing a bid.

The State has a pre‑emptive right in the sale of real estate if acquisition of the property is necessary to ensure national defence, border control or border security or to ensure or safeguard regional integrity (Act on the State’s Pre‑emptive Right in Certain Areas 29 March 2019/469).

Persons outside the EU and EEA may acquire real estate in the territory of the State of Finland only if a permit for the acquisition is granted (Act on the Requirement for a Permit for Certain Real Estate Acquisitions 29 March 2019/470). The buyer is responsible for obtaining the permit and for any obligations arising from it. More information is available on the Ministry of Defence website.

Appeals

An enforcement appeal concerning the sale and actions related to or preceding the sale must be made within three weeks from the date of the sale. Information on how to appeal is attached to the sales decision.

The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid and the number of the object in the Huutokaupat.com service to which the bid relates.
