The City of Naantali is seeking, by a two-stage auction procedure, an operator for two plots intended for terraced houses and other connected residential buildings (zoning code AP-21) located in the Taimo–Nuhjala area in mainland Naantali. The plots are in a highly visible location close to services along the main route through the town, Aurinkotie.

Applicants for the plots are sought via a closed auction procedure. In the first stage the bidder submits a participation notice (one bid for this auction) and a separate implementation plan (sent by email to the city by the deadline). Based on the submitted plans, selected participants will be invited separately to the closed auction (price-determining stage).

Plot details:

- Property IDs: 529-013-0128-0001 and 529-013-0128-0002

- Owner: City of Naantali

- Total area: 4,800 m²

- Total building rights: 2,400 gross floor m²

- Zoning use: Block area for terraced houses and other connected residential buildings (AP-21)

- Required road access and municipal utilities were completed in 2023.

- Ground lease to be used: a 50-year lease in accordance with Chapter 3 of the Land Lease Act. Draft lease included in the attachment documents. Separate leases will be drawn up for each plot.

- Annual rent relative to capital value: under the City of Naantali’s general plot transfer principles, the annual rent for residential plots is 5.7% of the plot’s capital value.

- The plots carry construction obligations. The obligation for the first plot must be fulfilled within three years of signing the lease and for the second plot within five years of signing the lease. The winning bidder may choose which plot will be treated first and which second.

- The plots will be offered for lease only at the auction. After the construction obligation for a plot has been fulfilled, that plot may be purchased by the leaseholder.

About the City of Naantali:

Naantali is a town of just over 20,000 inhabitants in Southwest Finland, located close to the regional centre Turku. The town is characterised by maritime and natural surroundings – the centre lies by the shore and residents can enjoy the sea and the archipelago islands. The historic Old Town wooden-house milieu reflects ways of life from past centuries. Naantali is a vibrant town with several large companies and an important freight harbour between Finland and Scandinavia. Tourism is also significant to Naantali; the internationally known family attraction Moomin World brings many domestic and international visitors.

About the local area:

The plots are about two kilometres north-east of Naantali centre, along Aurinkotie towards Raisio. Aurinkotie is served frequently by the Föli trunk bus line between Naantali and Turku. Turku city centre is about 15 km away. There is also a good network of cycle paths.

The surrounding built environment consists of single-family houses in the Taimo area and apartment blocks in the Nuhjala area. To the west of the plots is a large park with play areas, and to the east there is a local shop and a café. A competing chain supermarket is only about 300 metres away. Daycare and primary schools are within walking distance. The varied topography of the plots and mature trees provide opportunities to design distinctive and high-quality arrangements.

Participation notice for the first stage:

Submitting a bid to this announcement serves as the participation notice. The size or ranking of the bid does not matter in the auction’s first stage; it only entitles the bidder to participate in the second stage if the city approves the bidder’s implementation plan.

The highest visible bid in the first stage is related to how the system operates and in no way indicates the bids that will be presented in the second stage.

Separate written implementation plan:

Each bidder must prepare and present to the City of Naantali a plan for the proposed built environment on the plot before the second stage of the competition. The development should reflect the character of the area and the townscape. Innovative housing and delivery solutions are welcome. Consideration should also be given to the ecological life cycle of the project, for example by pursuing low-carbon solutions and preserving areas left outside construction in as natural a state as possible.

The plan must include the bidder’s estimated construction schedule for each plot. At the bidder’s discretion, the plan may include visualisations and references to comparable projects. The plan must also include the bidder’s contact details: name, company (if applicable), telephone number and email address.

The City of Naantali requires participation in the competition’s first stage in order to be eligible to take part in the second stage.

By participating in the first stage, bidders agree that the City of Naantali will check their credit information. A negative credit entry will result in exclusion from the competition.

Bidders accept that their contact information may be disclosed to the City of Naantali for decision-making purposes.

If a bidder submits the first-stage participation notice but does not deliver the implementation plan by the deadline, the bidder will be rejected from the competition and will not be allowed to participate in the second stage.

Second stage of the auction:

After the first stage closes, the City of Naantali will review the submitted implementation plans. The city, as the competent authority, reserves the right to accept or reject the plans received.

The city will invite the accepted buyer candidates to the closed second stage of the auction and will announce the timing and access instructions on the auction site.

Credit information for those invited to the second stage will be checked.

In the second stage bidders will bid on the combined annual rent for the plots. The starting price is the annual rent calculated from the state-subsidised residential production per-square-metre value and the total permitted building rights under the local detailed plan. The highest bid will determine the annual rent, which will be allocated to each plot on a 50/50 basis.

The buildings planned for the plots should, as a rule, be based on solutions permitted by the current local detailed plan. If a second-stage bid is based on a solution that would require a deviation decision from the city, the bidder does so at their own risk. Bids submitted in the auction cannot be conditional on other authorities granting or refusing decisions.

After the second stage of the auction — plot transfer

The City Board of Naantali decides whether to accept or reject the highest offer. The plans of the highest bidder will be reviewed together with the bidder before a decision to accept or reject the offer is made. If the second-stage offer is accepted, the highest bidder must pay a reservation fee of ten thousand (10,000) euros based on an invoice from the city. The reservation fee will be refunded immediately to the payer after signing the ground lease agreements. If the ground lease agreements are not signed, the reservation fee will be retained by the city.

After signing the leases, the tenant is responsible for registering their leasehold right.
