The City of Naantali is seeking, by a two-stage auction procedure, an operator for two plots intended for terraced houses and other connected residential buildings (zoning code AP-21) located in the Taimo–Nuhjala area in mainland Naantali. Participation notice for the first stage:
Submitting a bid to this announcement serves as the participation notice. The size or ranking of the bid does not matter in the auction’s first stage; it only entitles the bidder to participate in the second stage if the city approves the bidder’s implementation plan.

Separate written implementation plan:
Each bidder must prepare and present to the City of Naantali a plan for the proposed built environment on the plot before the second stage of the competition. The development should reflect the character of the area and the townscape. Innovative housing and delivery solutions are welcome. Consideration should also be given to the ecological life cycle of the project, for example by pursuing low-carbon solutions and preserving areas left outside construction in as natural a state as possible.

The plan must include the bidder’s estimated construction schedule for each plot. At the bidder’s discretion, the plan may include visualisations and references to comparable projects. The City of Naantali requires participation in the competition’s first stage in order to be eligible to take part in the second stage.
By participating in the first stage, bidders agree that the City of Naantali will check their credit information. A negative credit entry will result in exclusion from the competition.

In the second stage bidders will bid on the combined annual rent for the plots. The starting price is the annual rent calculated from the state-subsidised residential production per-square-metre value and the total permitted building rights under the local detailed plan. The highest bid will determine the annual rent, which will be allocated to each plot on a 50/50 basis.
The buildings planned for the plots should, as a rule, be based on solutions permitted by the current local detailed plan. If a second-stage bid is based on a solution that would require a deviation decision from the city, the bidder does so at their own risk. Bids submitted in the auction cannot be conditional on other authorities granting or refusing decisions.
After the second stage of the auction — plot transfer
The City Board of Naantali decides whether to accept or reject the highest offer. The plans of the highest bidder will be reviewed together with the bidder before a decision to accept or reject the offer is made. If the second-stage offer is accepted, the highest bidder must pay a reservation fee of ten thousand (10,000) euros based on an invoice from the city. The reservation fee will be refunded immediately to the payer after signing the ground lease agreements. If the ground lease agreements are not signed, the reservation fee will be retained by the city.
After signing the leases, the tenant is responsible for registering their leasehold right.

Other costs
The bidder is responsible for the costs of preparing the required implementation plan and for inspecting the site. If the bid is accepted, the bidder is also responsible for the reservation fee and costs recorded to the tenant in the land lease agreement. The accepted bidder will carry out any necessary ground investigations at their own cost.
Withdrawal from a bid
If the accepted bidder refuses without good reason to sign the land lease agreement, they must compensate the City of Naantali for reasonable costs incurred from the auction notice and from necessary related actions.
