Terms of Sale

The property will be sold by competitive bidding on the www.huutokaupat.com website in an online auction held between 14 January and 8 February 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 8 February 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the operation of the service provider’s system. The highest bid is the bid that the service provider’s system has registered as the highest. The enforcement officer decides separately whether to accept or reject the highest bid.


Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for compensation pursuant to section 25 of chapter 5 of the Enforcement Code.


If it is not possible to submit purchase bids via the Huutokaupat.com service, a prospective buyer may submit a written offer to the enforcement authority, which will be attached to the online auction as a maximum bid according to the automatic increment function. A written offer must be signed and must state the bidder’s contact details, the maximum amount of the bid and the Huutokaupat.com item number concerned. A written purchase offer is binding and is subject to the same conditions as an online auction bid. The offer must be submitted no later than the deadline to the Enforcement Authority’s Kouvola office, address Vuorikatu 1, 45100 Kouvola, or by e-mail to kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to terminate the sale or to extend the sale period.


The buyer must immediately pay a deposit equal to 20 per cent of the purchase price to the Enforcement Authority’s official trust account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the maker of the highest bid after the bid has been accepted. The maker of the highest bid must state on whose behalf the bid was made. Otherwise the maker of the highest bid will be regarded as the buyer.


If necessary, up to six weeks’ payment time may be granted for the balance of the purchase price. Payment terms must be agreed separately. If payment time is granted, annual interest will be charged on the full purchase price in accordance with section 3(2) of the Interest Act for the agreed payment period from the date of sale until the end of the payment period. If payment time is not used, the purchase price must be paid immediately after acceptance of the bid. If payment is not made within the time limit, the buyer must pay default interest on the full purchase price in accordance with section 4(1) of the Interest Act until the purchase price is paid or a new sale is completed.


The buyer will obtain the right of possession to the sale item once the full purchase price has been paid. The buyer must not use the property in a way that would diminish its value before receiving the deed of sale. The buyer will obtain ownership of the sale item upon delivery of the deed of sale. The deed of sale will be delivered when the full purchase price has been paid and the sale has become final.


Participants in the online auction are advised to ensure that the contact details registered on www.huutokaupat.com are up to date. As a rule, the purchaser and new owner of the property will be the person who made the accepted bid in the online auction. If a bidder has made a bid wholly or partly on behalf of another person, they must provide a power of attorney or other evidence of their authority to make the bid on behalf of another. If the maker of the highest bid has acted on behalf of another, the buyer’s details and the power of attorney must be submitted immediately after acceptance of the bid by e-mail to kouvola.realisointi.uo@oikeus.fi. Otherwise the sales decision and the deed of sale will be made out to the person who made the highest accepted bid.


Bidders are advised to familiarise themselves carefully with the sale item, the sales brochure and the attached documents before submitting a bid.

The State has a right of pre-emption in the sale of the property if acquisition of the property is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of Pre-emption in Certain Areas 29 March 2019/469).


Persons from outside the EU and EEA may acquire real estate in the territory of the State of Finland only with a permit (Act on the Requirement for a Permit for Certain Acquisitions of Real Property 29 March 2019/470).
