The City of Vaasa requests bids for the rental of digital display locations on streets and other public areas.

The City of Vaasa requests offers for five (5) digital display locations on streets and other public areas. Each advertising site will be tendered separately using a two-stage auction method; the second stage is a closed auction on the Huutokaupat.com service.

Two-stage auction:

In the first stage of the procedure the bidder submits a notice of participation (one submission to this auction), on the basis of which selected participants will be invited

separately to a closed auction procedure (price determination for the lot).

1st stage: a notice of participation (submitting one entry to this notice), which is not an offer of price but entitles the bidder at this stage to take part in the

second stage of the competition, provided the city approves the bidder.

In the 2nd stage a bid price is created, which is the offered purchase price for the lot (a separate auction later for invited bidders only).

The city requires participation in the first stage in order to obtain the right to participate in the second stage.

The bidder must meet the bidder-related requirements (see bidder-related factors).

If the bidder does not meet the bidder-related requirements, this will lead to exclusion from the procedure. If the bidder is a private individual, the city

will check the participant's credit information; a payment default record will result in exclusion from the competition.

Those invited to the closed auction will be notified of the separate time and given access instructions for the auction site.

An agreement is intended to be made with the highest accepted bidder for five years, with an option for two additional years at the offered price.

The city requires participation in the first stage to obtain the right to participate in the second stage.

The bidder must meet the criteria applicable to bidders (see bidder-related factors). If the bidder does not meet the criteria, this will result in exclusion from the bidding procedure. If the bidder acts as a private individual, the city will check the participant’s credit information; a payment remark will lead to exclusion.

Those invited to the closed auction will be informed of the separate auction time and given instructions for accessing the auction page.

The intention is to enter into an agreement with the highest accepted bidder for five years plus, as an option, two years at the price offered in the bid.
