Bids are made on the purchase price payable in full to the Enforcement Authority. The sales prospectus section "buyer’s obligations" contains information on any housing company loan shares, unpaid service charges or other claims that the buyer will be responsible for or must pay to obtain possession of the flat.

Bids are binding. If an offer is accepted, the bidder is obliged to pay the offered purchase price. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under the Enforcement Code (Chapter 5, Section 25).
