Bids and sales decision

The property has a reserve price. If the reserve price is met, the Municipality of Rusko will sell the plot to the highest bidder. However, the end of the auction or submission of the highest bid does not yet constitute a binding property sale. The final sale will only take place after the competent authority has made a sales decision and the deed of sale has been signed.

If the reserve price is not met, the Municipality of Rusko reserves the right to accept or reject the highest bid or not to sell the property. The Municipality of Rusko also reserves the right to terminate the sales procedure or not to sell the property.

The property is sold as a transaction between users. Huutokaupat.com is not a party to the transaction. By submitting a bid, the bidder accepts these terms of sale and Huutokaupat.com’s current auction terms.

Bidders undertake that Huutokaupat.com may disclose their contact details to the Municipality of Rusko for the purpose of making and communicating the sales decision.

Publicity of bids

All bids are public. Bids submitted in the auction are shown in the property listing on the Huutokaupat.com service.

Inspecting the property

Before submitting a bid, the bidder must familiarise themselves with the plot, its location, terrain conditions and all documents attached to the listing.

The bidder is solely responsible for obtaining all information necessary for their purchase decision before submitting a bid.

The plot is sold in the condition in which it is at the time of sale. By submitting a bid, the bidder accepts the property as is. The descriptions in the listing are only the seller’s assessments of the property being sold.

No guarantee is provided for the property. The property is not subject to any right of exchange or return.

Information provided by the seller

The Municipality of Rusko confirms that it has provided all material information known to it that can be assumed to affect the sale.

Building obligation

The buyer undertakes to build a residential building intended for permanent habitation in accordance with the local detailed plan, building regulations, building guidelines and approved plans. Within three (3) years of the sale, the building must have reached a stage of completion at which the building control authority can approve it at the commissioning inspection.

Building method

Construction must comply with the current local detailed plan.

Transfer of an undeveloped plot

An undeveloped plot may not be sold or otherwise transferred without the written consent of the Municipality of Rusko.

Contractual penalties

A contractual penalty may be imposed for breaching the building obligation or restriction on further transfer, as specified in more detail in the transfer documents.

Connections and other costs

The buyer is responsible for all costs related to construction.

The buyer is responsible for connection charges in accordance with the rates in force at the time, as well as electricity, telecommunications and other connections.

The buyer is responsible for transfer tax, title registration costs, any costs of a public purchase witness and other official charges related to the property sale.

The seller is responsible for taxes and charges relating to the property until ownership is transferred, after which responsibility passes to the buyer.

Placement of cables and equipment

The property owner permits cables, equipment and structures serving the community or property to be placed on the property in accordance with applicable legislation.

Any inconvenience or damage will be compensated as separately agreed.

Transfer of the plot

A separate decision on the transfer of the plot will be made in accordance with the Municipality of Rusko’s current delegation of authority.

The final sale will be completed using a deed of sale prepared by the Municipality of Rusko.

The deed of sale must be signed within three (3) months of the sales decision, unless otherwise agreed.

The purchase price must be paid in full into the account specified in the deed of sale within fourteen (14) days of signing the deed.

Ownership and possession will transfer to the buyer once the purchase price has been paid in full.

Withdrawing from the sale

A party that, without lawful grounds, refuses to complete the sale after a bid has been accepted must, in accordance with the Code of Real Estate, reimburse the other party for reasonable costs arising from advertising, inspecting the property and other necessary measures related to completing the sale.
