Terms of Sale

How to make bids

The lot is sold by incremental bids in an online auction held on the website www.huutokaupat.com. Participation in the auction requires registration. The deadline for submitting bids ends on 17 June 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the operation of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as highest. The enforcement officer will decide separately whether to accept or reject the highest bid.


If it is not possible to submit purchase bids via the Huutokaupat.com service, a prospective buyer may submit a written purchase bid to the enforcement authority, which will be attached to the online auction as a maximum bid according to the automatic increment system. The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid and the Huutokaupat.com item number to which the bid relates. A written purchase bid is binding and is subject to the same conditions as the online auction. Written bids must be submitted by 15 June 2026 at 14:00 to the Enforcement Authority’s Oulu office, address Torikatu 34-40, 90100 Oulu.

The enforcement authority reserves the right to end the sale or extend the sales period.


Buyer’s obligation to pay

Bids placed in the online auction are binding. If an accepted bid is approved,

the bidder is obliged to pay the offered purchase price within the stated payment

period. Failure to pay the offered purchase price may lead to the buyer’s liability

for compensation under section 25 of Chapter 5 of the Enforcement Code.

The lowest acceptable bid includes estimated known enforcement costs and the sales fee.


The enforcement officer may nevertheless refuse to accept the highest bid if they assess that the bid clearly falls below the market value of the property in the locality. Payment terms

Deposit

The buyer must immediately pay a deposit equal to 20 per cent of the purchase price into the Enforcement Authority’s official deposit account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer.


Payment period

If necessary, up to six weeks’ payment time may be granted for the remainder of the purchase price. The payment period will be notified separately. If a payment period is used, annual interest will be payable on the whole purchase price in accordance with section 3(2) of the Interest Act for the entire agreed period from the date of sale to the end of the payment period.


If no payment period is used, the purchase price must be paid immediately after the acceptance of the bid.


If payment is not made within the prescribed time, the buyer must pay default interest under section 4(1) of the Interest Act on the whole purchase price until the purchase price has been paid or a new sale has been carried out.


Obligations and rights transferred to the buyer

At the time of preparing the sales brochure, the property has an electricity connection with Elenia and a connection to the Reisjärvi water cooperative.

Outstanding debt for Elenia electricity transmission is currently €316.78 (as at 11 May 2026). Outstanding water invoices to Reisjärven water cooperative amount to €72.97 (as at 8 May 2026).


The buyer is responsible for any charges arising from the transfer of connection agreements.

Applying for title and paying transfer tax

The buyer must apply for title to the acquisition within six months of the date of the deed. The buyer must pay the transfer tax on their own initiative no later than when applying for title. The transfer tax is 3% of the purchase price.


If the application for title is initiated by the enforcement officer at the buyer’s request in connection with the property transfer notification, the transfer tax declaration must be made and the transfer tax paid on the same day the property transfer notification is sent.


Vacating

If the debtor uses the sold premises or keeps belongings in the premises, the buyer has the right to request official assistance from the enforcement officer to carry out the eviction after the buyer has paid the purchase price. The eviction will follow, as applicable, the eviction provisions of the Enforcement Code. The moving date will be set so that, without good reason, it is not earlier than one week and not later than two weeks from the date the eviction notice is acknowledged.


In the eviction procedure, the buyer may be permitted to deal with low-value and worthless movable property as they wish. The buyer must be prepared to bear any costs arising from enforcement of the eviction. In practice, the buyer should expect that cleaning the property and disposing of any remaining movable items will be done at the buyer’s expense.


Transfer of possession and ownership

The buyer will receive possession of the sale item once the entire purchase price has been paid. The buyer must not use the property in any way that reduces its value before receiving the deed. The buyer acquires ownership of the sale item upon receipt of the deed. The deed will be delivered once the entire purchase price has been paid and the sale has become final.


Other information

The property is seized and will be sold by free sale carried out by the enforcement officer in accordance with the general auction terms laid down in the Enforcement Code as applicable. The sales brochure is indicative and does not provide a comprehensive description of the lot.


Buyers are advised to familiarise themselves carefully with the lot, the sales brochure and the attached documents before making a bid.


The State has a pre-emption right in the purchase of real estate if acquisition is necessary for national defence, border control or border security or for safeguarding or monitoring the inviolability of an area (Act on the State’s Pre-emptive Right in Certain Areas 29 March 2019/469).


Persons from outside the EU and EEA may acquire real estate in Finland only if a permit is granted (Act on the Requirement for a Permit for Certain Real Estate Acquisitions 29 March 2019/470). Appeals

An enforcement appeal against the sale and any act related to or preceding the sale must be made within three weeks from the date of the sale. The appeal instructions are attached to the sales decision.
