The seller reserves the right to accept or reject the highest bid.

After the auction the seller will contact the buyer within two working days to agree a reasonable reservation period (approx. 1–3 months). The final sales decision will be made in accordance with the City of Oulu’s applicable administrative rules. The sales decision is an administrative decision made unilaterally by the City of Oulu and will be notified to the buyer. Decisions on the sale of buildings are made on a case-by-case basis by the Community Committee and by the City Board as delegated. For decision-making purposes, the bidder undertakes to provide personal contact information to the City of Oulu.

The sale will use the contract prepared by the seller. Ownership and possession of the property transfer to the buyer upon signing the deed. The signing date will be agreed with the buyer once the sales decision becomes legally valid (21 days). The purchase price is paid at the signing event, in practice by presenting a receipt of payment. The buyer is responsible for the costs of land registration, the fee of the official certifying the sale, and the transfer tax.

The property is sold in its current condition with its existing fixtures as described in the listing and at the time of sale. Movable items will be agreed separately, but are generally included as they are at the time of handover. No warranty is given. There is no right to exchange or return. Bidders must inspect the property, documents and related records before making an offer. The buyer cannot subsequently rely on matters that could have been discovered during an inspection. By submitting an offer the bidder accepts the condition of the property as is.

The City of Oulu warrants that it has provided the buyer with all information known to the owner that can be expected to affect the sale.

It is also possible to participate in the auction in person by submitting a written binding offer to the seller. All offers will be recorded publicly in the listing. The City of Oulu and the buyer undertake to record all offers in the system. The property can only be sold to the highest bidder recorded in the system.

Information on property tax is available via vero.fi. The exact amount of property tax cannot be determined in advance. In property transactions the tax authority receives information from the certifier of the sale, and if only a building is sold this may be handled via transfer tax. The property owner is obliged to notify the tax authority in March of the following year about details such as areas (land and buildings), construction years, etc. Monitor the arrival of the property tax decision and make amendments via the online tax service if necessary. The City of Oulu does not pay property tax and therefore the tax authority usually lacks the property’s details in its own system.
