The property is sold by overbidding in an online auction held on the www.huutokaupat.com website during 18/11/2025–14/12/2025. Participation requires registration. The bidding deadline ends on 14/12/2025 at 18:00 or three minutes after the last accepted bid.

The enforcement authority is not responsible for the service provider's system. The highest bid is the bid that the service provider's system has registered as highest. The enforcement officer will decide separately whether to accept or reject the highest bid.

Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to buyer liability under Chapter 5, Section 25 of the Enforcement Code. The buyer must compensate the difference if the highest bid in a new sale is lower than the previous highest bid plus interest referred to in Chapter 5, Section 24(2) of the Enforcement Code.

If the accepted bid is exceeded, the buyer has no right to any surplus. The buyer must also cover the costs of the later sale unless they can be covered from the surplus. The enforcement officer shall recover the compensation from the deposit or other assets of the buyer if reasonably possible; otherwise it will be collected later by decision of the enforcement officer at the creditor's request.

If bids cannot be submitted via the Huutokaupat.com service, a prospective buyer may submit a written bid to the enforcement authority, which will be attached to the online auction as a maximum bid according to the automatic bid increment. The written bid must be signed and must state the bidder's contact details, the maximum bid amount and the Huutokaupat.com item number to which the bid relates. A written purchase offer is binding and is subject to the same conditions as the online auction. The offer must be received no later than 12/12/2025 at 10:00 by the Enforcement Authority's Kouvola office, Vuorikatu 1, 45100 Kouvola, or by e‑mail to kouvola.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to end the sale or to extend the sale period.

If the highest bid is accepted, the buyer must immediately pay a deposit equal to 20 per cent of the purchase price to the Enforcement Authority's official account. The deposit cannot be paid by credit card. The enforcement authority will contact the bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer. Notification of acceptance or rejection of a bid will always be given separately.

If required, up to six weeks' payment time may be granted for the balance. Payment time must be agreed separately. If payment time is used, annual interest under Section 3(2) of the Interest Act will be charged on the whole purchase price for the agreed payment period from the sale date until the end of the payment period. If no payment time is used, the purchase price must be paid immediately after acceptance of the bid. If payment is not made on time, the buyer must pay default interest under Section 4(1) of the Interest Act on the whole purchase price until it has been paid or a new sale has been held.

Buyer’s obligations and rights transferred

According to Kouvolan Vesi Oy's notice of 28/10/2025, the property's water connection has been closed since 21/05/2024. Opening the plot water pipe will cost the new owner €158 incl. VAT. The water meter will be replaced with a remotely read meter when the pipe is opened at no separate charge.

The property lies within a stormwater sewerage area but has not yet been connected. The connection fee for a detached house is fixed at €1,700 (incl. VAT). The connection fee may be paid in five instalments. After connection a fixed annual fee of €100.40/year (incl. VAT) will be charged.

There are unpaid charges to KSS Energia Oy's electricity connection of €179.17 as of 29/10/2025, which must be paid before the connection can be transferred to the new owner.

The building is sold in a condition suitable for demolition. Water damage has occurred in the building, causing mould damage to structures. Renovation has largely been left unfinished. The building has been without heating for a long time. The water supply has been cut off.

The buyer must, however, make their own assessment of the condition of the building/flat and the necessary repairs, taking into account at least their own inspection observations. Prospective buyers are therefore advised to inspect the property. The sales brochure is indicative and is not a comprehensive description of the property.

The property has been seized and is sold in an open sale arranged by the enforcement officer, applying as appropriate the general auction terms laid down in the Enforcement Code. Buyers are urged to familiarise themselves carefully with the property, the sales brochure and the attached documents before making a bid.

The State has a pre‑emptive right to acquire the property if acquisition is necessary for defence, border control or border security or for monitoring or securing regional integrity (Act on the State's Pre‑emptive Right in Certain Areas 29/03/2019/469). Persons from outside the EU/EEA may acquire property in Finland only with a permit (Act on the Susceptibility to Permit of Certain Acquisitions of Real Property 29/03/2019/470).
