Bids for the rental site 
Binding bids are submitted in a bidding procedure organised on the Huutokaupat.com website, which requires logging in to the system. Bids must be submitted in the Huutokaupat.com service by the stated deadline. The amount offered is the valid annual rent including VAT. 

The landlord reserves the right to accept or reject bids. Bids made are binding, and the person whose bid is accepted is obliged to enter into a tenancy agreement and pay the offered price in accordance with the agreement. 

Rental terms 
A tenancy agreement will be concluded with the winning bidders for the period 1 January 2027–31 December 2028.  

The tenancy agreement only entitles the tenant to place a kiosk on the land area. The rent is paid annually on 1 July. The tenant is responsible for any additional costs, such as the site's electricity or water bill and arranging the related connections.

Other terms 
1) The City of Oulu is not responsible for the functionality of the service provider's system. The highest bid is the bid that the service provider's system has accepted as the highest. The City of Oulu reserves the right to make changes if the winning bidder gives up the kiosk site during the contract period. 

2) Bids made are binding. If the city accepts a bid but the bidder refuses to sign the tenancy agreement, the city reserves the right to charge EUR 500, corresponding to the contractual penalty (VAT 0%).
