The Enforcement Authority is not responsible for the functioning of the service provider's system. The highest bid is the bid the service provider's system has accepted as the highest. The enforcement officer decides whether the highest bid is accepted or rejected. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

If registration is not possible, a written purchase offer may be submitted for the property. The written purchase offer must be delivered by post or email so that it reaches the Enforcement Authority no later than 12.10.2026 at 12:00. The email address is oulu.realisointi.uo@oikeus.fi and the postal address is Ulosottolaitos, PO Box 1, 00067 Ulosottolaitos. A written offer may also be submitted by the above deadline to the Enforcement Authority's Oulu office at Torikatu 34-40, 90100 Oulu. The office customer service is open on weekdays 08:00-16:15. The written purchase offer must state the bidder's name, personal identity code/business ID and contact details. A written offer is entered into the online auction as a raise bid. The person submitting the written purchase offer is responsible for ensuring that the offer arrives by the stated deadline. A written purchase offer is binding, and the same terms apply as in the online auction.

The enforcement authority reserves the right to end the sale or extend the sale period.

The property has been seized and is sold by private sale through the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority's official funds account. When the payment is visible in the official funds account, the enforcement officer will issue the sales decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay 20% of the purchase price immediately as a deposit.

Payment period: If necessary, a payment period of up to six weeks from the sales decision may be granted for the remaining purchase price. In that case, annual interest must be paid on the full purchase price for the entire payment period from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual default interest is charged thereafter, currently 9.50%.

Obligations transferred to the buyer

A residential lease agreement concerning the property. See the attached sales brochure for more details.

The buyer is responsible for any fees arising from transfers of connection agreements.

On the transfer of ownership of the property, the buyer must pay transfer tax of 3% on their own initiative before applying for title registration and no later than six months after signing the deed of sale. The buyer is responsible for the costs of title registration and the transfer tax.

The State has a pre-emption right in the purchase of the property if acquisition of the property is necessary for ensuring national defence, border control or border security, or for supervising or safeguarding territorial integrity (Act on the State's pre-emption right in certain areas 29/3/2019/469).

Foreign nationals defined in law have the right to acquire property in the territory of the Finnish State only if a permit is granted for the acquisition (Act on the State's pre-emption right in certain areas 29/3/2019/470).

If it is not possible to place bids via the Huutokaupat.com service, the buyer candidate may submit a written bid to the enforcement officer. The bid is attached to the online auction as a maximum bid according to the bidding system. The bid must be submitted in writing to the Enforcement Authority no later than 12.10.2026 at 12:00 at the address Ulosottolaitos / Enforcement Authority, PO Box 1, 00067 Ulosottolaitos or Ulosottolaitos / Oulu office, Torikatu 34-40, 90100 Oulu or oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same terms apply to it as in the online auction. The written bid must be signed and must state the bidder's contact details, the maximum amount of the bid and the number of the item in the Huutokaupat.com service to which the bid applies.
