For sale: 2.320-hectare property with buildings in Outakoski, Utsjoki, Utsjoki

The property will be sold in an online auction on the website www.huutokaupat.com from 4.9.-1.10.2026. Participation in the auction requires registration. The deadline for submitting bids ends on 1.10.2026 at 18.00 (or 2 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the functioning of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer decides whether the highest bid will be accepted or rejected. Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

The enforcement authority reserves the right to end the sale or extend the sale period.

The property has been seized and is sold by free sale conducted by the enforcement officer, in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction conditions laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the bidder with the highest purchase offer whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority’s official funds account. When the payment is credited to the official funds account, the enforcement officer will issue a sale decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay 20% of the purchase price immediately as a deposit.

Payment period: If necessary, a payment period of up to six weeks from the sale decision will be granted for the remaining purchase price. In that case, annual interest on the full purchase price must be paid for the entire payment period from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment is not made within the granted payment period, annual default interest will thereafter be charged; it is currently 9.50%.

Obligations transferred to the buyer

Upon transfer of ownership of the property, the buyer must pay transfer tax of 3% on their own initiative before applying for title registration and no later than six months after the deed of sale is drawn up. The buyer is responsible for the costs of title registration and the transfer tax.

The State has a pre-emption right in the sale of a property if the acquisition of the property is necessary for ensuring national defence, border control or border security, or for monitoring or safeguarding territorial integrity (Act on the State’s pre-emption right in certain areas 29.3.2019/469).

Foreign persons defined by law may acquire real estate in the territory of the Finnish State only if a permit is granted for the acquisition (Act on the State’s pre-emption right in certain areas 29.3.2019/470).

Object’s terms of sale

The object is sold at an online auction with incremental bidding on the website www.huutokaupat.com. The deadline for submitting purchase bids expires on 1.10.2026 at 18.00 (or 2 minutes after the last purchase bid accepted to the auction has been submitted).

If it is not possible to submit a bid via the Huutokaupat.com service, the potential buyer may submit a written bid to the enforcement officer. The bid will be added to the online auction as a maximum bid according to the incrementing function. The bid must be submitted in writing to the Enforcement Service no later than 30.9.2026 at 12:00 to the address Enforcement Service / Kuusamo office, Kaiterantie 20, 93600 Kuusamo. A written bid is binding and the same terms apply as in the online auction. The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid, and the number of the object in the Huutokaupat.com service to which the bid relates.

The property has been seized and is sold privately through the enforcement officer’s assistance in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction conditions laid down in the Enforcement Code.
