PUBLIC RENTAL COMPETITION – TUULENSUOJA COMMERCIAL PREMISES**


The City of Naantali launches a public rental competition for the Tuulensuoja commercial premises at Old Town Harbour.


This is an excellent opportunity for an operator wishing to locate in a busy tourist area, centrally at Kaivotori 2, 21100 Naantali.


THE COMPETITION CONCERNS THE ANNUAL RENT AMOUNT [ € / YEAR ]. VAT WILL BE ADDED TO THE RENT.


Premises for rent

  • Premises: approx. 76 m²

  • Location: close to the waterfront, in a busy tourist area

  • Lease term: fixed-term agreement until 30 September 2027

  • Note: The courtyard area is not included in the rent. Outdoor sales pitches on the adjacent market square may be available under a separate agreement.

Due to the short lease period, the city does not intend to carry out alterations to the rented premises during the contract, so the premises are let as they are at the time the agreement is signed.

When the lease ends in 2027, the city will consider the future of the whole Tuulensuoja property (approx. 385 m²), including the courtyard area.


Competition procedure


First stage — participation notification:

A participation notification is given by submitting an offer to this notice. The amount or ranking of the offer has no bearing in the first stage of the auction; it only entitles the bidder to take part in the second stage if the city approves the bidder’s implementation plan.


The highest offer visible in the first stage is related to the system’s operating logic and does not indicate the bids to be submitted in the second stage.


1) Participation notification (pre-selection)

The competition is conducted as a two-stage sealed auction procedure.
In the first stage the bidder submits a participation notification.

The City of Naantali selects 2–4 operators for the second stage based on the notifications.
The city reserves the right to interrupt the competition after the first stage without obligation to pay compensation.


Evaluation criteria

  • Planned business and its suitability for the area

  • The bidder’s experience and financial capacity

  • Any required alterations to the premises

  • Employment impact in different seasons

  • Planned opening hours in different seasons

  • Expected business revenue and its realism

Participants must, where applicable, meet the requirements set out in the Contractors’ Obligations Act and provide evidence thereof.

2) Sealed auction (second stage)

Participants selected for the second stage submit offers for the annual rent of the property in accordance with the tender documentation.

  • VAT will be added to the rent.

  • Conditional offers are not accepted.

  • Participants may increase their bids as rounds progress.

The City of Naantali will select the winner taking into account both the bid price and the quality of the operational plan.


Inspection of the property

It is the bidder’s responsibility to familiarise themselves with the premises and the competition materials before submitting an offer.
Any defects that could have been observed during a prior inspection cannot be claimed afterwards.

All participants selected for the second stage will receive the same written additional information.


Withdrawal from the transaction

A party who refuses to conclude the transaction is obliged to compensate the other party for reasonable costs incurred (in accordance with the Land Code).
