The City of Saarijärvi is selling, by a two-stage closed auction procedure, the former care home Iltarusko located in Pylkönmäki centre at Pekkasentie 1, 43440 Pylkönmäki.


In the procedure's first stage the bidder submits a participation notice (one bid in this auction) and a separate implementation plan (sent by email to the city by the deadline), on the basis of which selected participants are invited separately to the closed auction procedure (to determine the property price).


The property complex comprises the plot, the care-home building, a terraced house previously used for staff accommodation, a storage building and a waste shelter.


The plot for sale, property LISÄ-VILPPULA 729–412–61–1, has an area of 3,570 m².

The plot includes the zoning-designated small-house plots (AO) 2 and 3 of block 7 and agricultural land (M).


The care home on the property was completed in 1988 and extended in 1998 and 2005. Iltarusko’s floor area is 906 m².


The terraced house originally had three separate flats, two of which were combined in 2015. The flat can be converted back into separate units at reasonable cost if required. The terraced house has an area of 184 m².
In addition, there is a 38 m² storage building on the property.


The property’s building rights have been exceeded. Any construction that increases floor area requires a deviation permit.


Both residential buildings have water-circulated radiator heating supplied by ground-source (geothermal) heat and mechanical extract ventilation. The property is connected to the local water, sewer and electricity networks.


Major improvements carried out at the site:

- 1998: extension of the main building to add more care-home places

- 2005: alteration and extension of the day room and construction of a kitchen, entrance vestibule and ventilation plant room in the care-home extension

- 2017: conversion of the heating system to ground-source (geothermal) heat


The care home's operations ended at the end of 2024 when the Central Finland welfare area consolidated services into other units.


Building areas have not been verified. Harmful substances may be present; no hazardous-material survey has been carried out. A condition assessment and energy certificates (2025) have been prepared for the buildings.


Participation notice for the first stage:

Submitting a bid to this notice serves as the participation notice. The amount of the bid or its ranking relative to other bids is not material in the first stage of the auction; it only entitles the bidder to participate in the second stage if the city approves the bidder’s implementation plan.


The highest visible bid in the auction's first stage is related to the system's operation and does not affect the bidding or outcome of the second stage.


Separate written implementation plan:

Before the second stage, participants must prepare and present to the City of Saarijärvi an implementation plan describing the intended future use of the site and the activities to be carried out on it.


The plan must include the participant's estimated project schedule for both buildings. The participant may, at their discretion, attach illustrations and references to similar projects or other relevant examples. The plan must include the participant's contact details: name, company represented (if any), telephone number and email address.

The City of Saarijärvi reserves the right to negotiate with participants regarding their implementation plans.

The City of Saarijärvi requires bidders to participate in the first stage in order to earn the right to enter the second stage.

By participating in the first stage bidders agree that the City will check their credit information. A credit default record will result in exclusion from the competition.


Bidders accept that their contact details will be provided to the City of Saarijärvi for decision-making purposes.


If a bidder submits the first-stage participation notice but fails to deliver the implementation plan by the deadline, the bid will be rejected and they will not be entitled to participate in the second stage.


Auction second stage:

After the first stage, the City will review the submitted implementation plans. The City's competent property working group reserves the right to accept or reject the plans.

The City will invite accepted candidates to the closed second stage of the auction and will provide the time and access instructions on the auction site.


In the second stage bidding is for the property's purchase price.


Proposed use should, as a rule, be based on the buildings' current use or uses permitted by the local detailed plan. If a second-stage bid is based on a solution that would require a deviation permit or a zoning change, the bidder makes such an offer at their own risk.


After the auction's second stage:

The Municipal Board of Saarijärvi decides whether to accept or reject the highest bid. The plans of the highest bidder will be reviewed together with them before the Board's decision. The Board reserves the right to negotiate and agree with the highest bidder on arrangements related to the transfer of the property, including preparing and signing a preliminary sale agreement and other necessary contractual and implementation measures.


Before the Municipal Board handles the sale, the bidder shall pay the City a reservation fee of €2,000 based on an invoice sent by the City. The reservation fee will be credited against the purchase price. If the sale contract is not signed, the reservation fee will be retained by the City. If the Municipal Board decides against the sale, the reservation fee will be refunded to the bidder.


The sale decision will be posted for public inspection and subject to the appeal period under the Local Government Act.

The sale contract / preliminary sale agreement must be signed within one month of the Municipal Board's sale decision becoming legally valid.

The seller's draft sale contract will be used. Payment of the purchase price is by bank transfer to the account specified by the seller.

The City of Saarijärvi confirms that it has provided bidders and this auction with all information the city knows and which may be expected to affect the making of bids and the real estate transaction.


Signing the sale


The timing and place for signing the sale contract and any preliminary sale agreement will be agreed separately with the highest bidder, if the Saarijärvi City Board decides to accept the highest bid.


Other costs


The bidder is responsible for the costs of preparing the required implementation plan and inspecting the property. If the bid is accepted the bidder is also responsible for the reservation fee mentioned above and any buyer-stated costs entered in the sale contract.


Withdrawal of a bid


By submitting a bid the buyer commits to purchasing the property. The buyer is liable for all bids submitted using the login credentials obtained from huutokaupat.com. If the buyer withdraws from an accepted bid, the buyer must compensate the seller for reasonable costs incurred in arranging the auction and preparing and processing the sales decision (Land Code, Chapter 2, Section 8).
