The City of Saarijärvi is selling by a two-stage closed auction procedure the former elderly care home Iltarusko in Pylkönmäki centre at Pekkasentie 1, 43440 Pylkönmäki.
In the first phase the bidder submits a participation notification (one bid for this auction) and a separate implementation plan (sent by e-mail to the city by the deadline), based on which selected participants will be invited separately to the closed auction procedure (to determine the price for the property).
The property complex comprises the plot, the care home building, a terraced house used as staff accommodation, a storage building and a waste shelter.
The plot for sale, property LISÄ-VILPPULA 729–412–61–1, has an area of 3,570 m².
The plot comprises, in accordance with the local detailed plan, small house plots (AO) 2 and 3 of block 7 and agricultural area (M).
The care home on the property was completed in 1988 and extended in 1998 and 2005. The gross floor area of Iltarusko is 906 m².
The terraced house originally contained three separate flats, two of which were combined in 2015. If required, the flat can be converted back into separate units at reasonable cost. The terraced house area is 184 m².
In addition, there is a 38 m² storage building on the property.
The building right for the property has been exceeded. Any construction that increases floor area requires a deviation.
Both residential buildings have water-circulated radiator heating implemented with ground-source heat and mechanical exhaust ventilation. The property is connected to the local water, sewer and electricity networks.
Major renovations carried out at the site:

Participation notification for the first phase:
A bid placed in response to this notice serves as the participation notification. The amount of the bid or its ranking relative to other bids has no significance in the auction's first phase; it only entitles participation in the second phase if the city accepts the bidder's implementation plan.
The highest bid shown by the system during the first phase relates to the system's operation and does not affect the second phase bids or outcome.
Separate written implementation plan:
Before the second phase, participants must prepare and present to the City of Saarijärvi an implementation plan describing the intended future use and the activities to be carried out at the site.
The plan must include the participant's estimated project schedule for each building. The participant may, at their discretion, attach visuals and references of similar projects or other material considered relevant. The plan must include the participant's contact details: name, company (if applicable), telephone number and e-mail address.
The City of Saarijärvi reserves the right to negotiate with participants about their implementation plans if necessary.

The City of Saarijärvi requires bidders to participate in the first phase in order to earn the right to participate in the second phase.
By participating in the first phase bidders agree that the City of Saarijärvi will check their credit information. A credit default remark will lead to exclusion from the competition.
Bidders accept the transfer of contact details to the City of Saarijärvi for decision-making purposes.
If a bidder submits the participation notification but does not provide the implementation plan by the given deadline, the bidder will be rejected from the competition and cannot participate in the second phase.
Second phase of the auction:
After the first phase ends, the City of Saarijärvi will review the implementation plans submitted by those who submitted a participation notification. The city's competent property working group reserves the right to accept or reject the plans received.
The city will invite accepted candidates to the closed second phase of the auction and will announce the time and access instructions on the auction site.
In the second phase the purchase price of the property will be bid.
The planned use of the property should, in principle, be based on the buildings' current use or the use allowed by the local detailed plan. If a second-phase offer is based on a solution that would require a deviation decision or a zoning change from the city, the bidder makes such an offer at their own risk.
After the second phase of the auction:
The City Board of Saarijärvi will decide whether to accept or reject the highest bid. The plans of the highest bidder will be reviewed together with the bidder before the City Board's decision. The City Board reserves the right to negotiate and agree with the highest bidder on arrangements related to the transfer of the property, including, where necessary, preparing and signing a preliminary purchase agreement and other agreements and arrangements necessary for the implementation of the sale.
Before the City Board handles the sale, the bidder shall pay the city a reservation fee of €2,000 based on an invoice sent by the city. The reservation fee will be credited against the purchase price. If the purchase contract is not signed, the reservation fee will be retained by the city. If the City Board makes a negative sale decision, the reservation fee will be returned to the bidder.
The sales decision will be posted for public inspection and is subject to the statutory appeal period under the Local Government Act.
The purchase contract / preliminary agreement concerning the property must be signed within one month of the City Board's sale decision becoming legally valid.
The seller's purchase contract will be used in the transaction. Payment of the purchase price shall be made by bank transfer to the account specified by the seller.

Other costs
The bidder is responsible for the costs of preparing the required implementation plan and inspecting the property. If the bid is accepted the bidder is also responsible for the reservation fee mentioned above and any buyer-stated costs entered in the sale contract.
Withdrawal of a bid
By submitting a bid the buyer commits to purchasing the property. The buyer is liable for all bids submitted using the login credentials obtained from huutokaupat.com.
