Two-stage closed auction in Pylkönmäki — Care Home Iltarusko, Saarijärvi

The City of Saarijärvi is selling, by a two-stage closed auction procedure, the former care home Iltarusko located in the centre of Pylkönmäki at Pekkasentie 1, 43440 Pylkönmäki.

In the first stage the bidder submits a participation notice (one bid in this auction) and a separate implementation plan (sent by e-mail to the city by the deadline). Based on the plans, selected participants will be separately invited to the closed auction (second stage) where the price for the property is determined.

The property complex includes the plot, the care home building, a terraced house formerly used as staff accommodation, a storage building and a waste shelter.

The plot for sale, property LISÄ-VILPPULA 729–412–61–1, has an area of 3,570 m².

The plot comprises the small-house plots (AO) 2 and 3 of block 7 under the local plan and an agricultural area (M).

The care home on the property was completed in 1988 and extended in 1998 and 2005. The gross floor area of Care Home Iltarusko is 906 m².

The terraced house originally contained three separate flats, two of which were combined in 2015. The flat(s) can be returned to separate units at reasonable cost if required. The terraced house area is 184 m².
In addition, there is a 38 m² storage building on the property.

The property’s building rights have been exceeded. Any construction that increases floor area requires a planning deviation.

Both residential buildings have water-circulating radiator heating supplied by ground-source heat and mechanical extract ventilation. The property is connected to local water, sewer and electricity networks.

Major improvements carried out on the property:

- 1998: main building extension to increase care home places

- 2005: day-room alteration and extension, and construction of kitchen, entrance vestibule and HVAC plant room in the extension

- 2017: change of heating system to ground-source heat

The care home ceased operations at the end of 2024 when the Central Finland wellbeing services county concentrated services in other units.

Building areas have not been verified. Hazardous materials may be present; no hazardous-material survey has been carried out. A condition assessment and energy certificates (2025) have been prepared for the buildings.

First-stage participation notice:

The participation notice is made by submitting a bid to this announcement. The amount or ranking of the bid in the first stage is irrelevant; it only entitles the bidder to take part in the second stage provided the city accepts the bidder’s implementation plan.

The highest bid shown in the first stage is a feature of the system and does not affect the second-stage bidding or outcome.

Separate written implementation plan:

Before the second stage of the tender, participants must prepare and present to the City of Saarijärvi an implementation plan describing the intended future use of the site and the activities to be carried out there.

The plan must include the participant’s estimated project schedule for each building. At the participant’s discretion the plan may include illustrative images and references to similar projects. The plan must also provide the participant’s contact details: name, company (if applicable), telephone number and e-mail address.

The City of Saarijärvi reserves the right to negotiate implementation plans with participants where necessary.

The City of Saarijärvi requires participation in the first stage in order to qualify for the second stage.

By participating in the first stage bidders agree that the City of Saarijärvi will check their credit information. A credit default mark will lead to exclusion from the competition.

Bidders accept that their contact details may be disclosed to the City of Saarijärvi for decision-making purposes.

If a bidder submits a first-stage participation notice but does not deliver the implementation plan within the deadline, the bid will be rejected and the bidder will not be admitted to the second stage.

Second stage of the auction:

After the first stage, the City of Saarijärvi will review the submitted implementation plans. The city’s authorised property working group reserves the right to accept or reject the plans received.

The city will invite approved buyer candidates to the closed second stage and will announce the time and access instructions on the auction website.

In the second stage bidding will be for the purchase price of the property.

The intended use must in principle be based on the buildings’ current use or the use permitted by the local plan. If a second-stage bid is based on a solution that would require a planning deviation or amendment, the bidder does so at their own risk.

After the second stage:

The decision to accept or reject the highest bid is made by the Saarijärvi City Board. The plans of the highest bidder will be reviewed together with the bidder before the City Board’s decision. The City Board reserves the right to negotiate and agree with the highest bidder on arrangements for transferring the property, including, if necessary, preparing and signing a preliminary sale agreement and other contractual or organisational measures required to complete the sale.

Before the City Board’s sale decision is processed, the bidder shall pay the city a reservation fee of EUR 2,000 on the basis of an invoice sent by the city. The reservation fee will be credited against the purchase price. If the sales contract is not signed, the reservation fee will be retained by the city. If the City Board makes a negative sales decision, the reservation fee will be refunded to the bidder.

The sales decision will be posted for public viewing and is subject to the appeal period under the Local Government Act.

The sale contract / preliminary sale agreement must be signed within one month of the City Board’s sales decision becoming legally valid.

The seller’s deed will be used in the sale. Payment of the purchase price is made by bank transfer to the account specified by the seller.
